Artificial Intelligence as a Threat to Democracy and Economic Development

Abstract:

This thesis examines the impact of Artificial Intelligence (AI) on democracy and economic development, focusing on its potential to both enhance and disrupt these systems. AI technologies have become central to modern political and economic structures, influencing elections, content moderation, job markets, and financial systems. While AI offers efficiency and new opportunities, its application also raises concerns about election manipulation, censorship, disinformation, economic inequality, and financial instability. The research is divided into two main sections: theoretical and practical. The theoretical part provides a broad review of AI’s influence on democracy and economic development. It discusses how AI-powered technologies, such as micro-targeting in political campaigns, deepfake technology, automated censorship, and algorithmic bias, shape public discourse and governance. It also explores AI’s role in job automation, monopolization of industries, and economic barriers, emphasizing how AI can widen inequality between technologically advanced and developing nations. Ethical challenges, particularly regarding surveillance, AI-driven economic sabotage, and regulatory gaps, are also considered. The practical part of the thesis presents case studies that analyze real-world examples of AI’s impact on censorship and financial markets. A dataset of 130 tweets from X (formerly Twitter) was collected and analyzed to examine how AI moderates political content. The findings show that AI-driven censorship disproportionately affects election-related discussions and government criticism, with posts containing hashtags like #ElectionFraud and #ShadowBan facing significantly higher flagging rates compared to other political topics. Another case study explores AI’s role in financial market manipulation, showing how AI-generated misinformation influences stock prices and market stability, with AI-driven trading algorithms reacting to false news and creating artificial fluctuations in financial markets. The findings underscore the growing influence of AI in shaping political narratives, economic opportunities, and power structures. The research highlights the risks of unregulated AI, including disinformation threats, suppression of free speech, and increasing economic disparity, while also recognizing its potential to drive innovation and efficiency when properly governed. Addressing these challenges requires international cooperation, transparent AI policies, and regulatory interventions to ensure AI remains a force for progress rather than a tool for control and economic inequality. …více
