Czech Republic and regimes of human rights violations: case studies relating to Cuba, Belarus and China

Abstract:

Tato bakalářská práce se zabývá vztahy mezi Českou republikou a režimy porušující lidská práva, konkrétně Kubou, Běloruskem a Čínou. Česká republika měla, stejně jako všechny tyto uvedené země, zkušenosti s nedemokratickým režimem a porušování lidských práv, a proto cítí empatii k zemím s podobnými podmínkami. Ve všech těchto třech uvedených zemích, lze najít společné znaky nedemokratického režimu. Lidem jsou upírána základní lidská práva (politická a občanská), v čele státu stojí vůdce, který si uzurpuje moc, neexistuje legální opozice proti vládnoucí straně a ve státě je permanentní kontrola společnosti. Ve 20. století, měla Česká republika také negativní zkušenost s totalitním režimem. Proto se snaží podporovat demokratickou opozici a politické vězně (a jejich rodiny) v zemích, kde nedemokratický režim vládne. Jelikož Česká republika zažila klidný přechod z nedemokracie, díky ,,sametové revoluci" stala se pro politickou opozici v nedemokratických zemích modelem pro jejich transformaci a přechod k demokracii. Postoj k porušování a potlačování základních lidských práv se změnil v České republice několikrát. Změna nastala nejen se změnou hlavy českého státu, ale i s českou vládou či ministerstvem zahraničních věcí. Ani jednotlivé osobnosti české politické scény nebyli vždy zajedno někteří upřednostňovali hospodářskou situaci nad lidskými právy, někteří však naopak. Přes několik větších či menších neshod a sporů, k nimž došlo na půdě české politické scény v souvislosti s podporou ochrany lidských práv v Evropě nebo mimo ni, se Česká republika stále snaží podpořit dodržování lidských práv, stejně jako některé významné české osobnosti (např V. Havel, C. Svoboda), politické strany (ČSSD) a organizace (Člověk v tísni).

Abstract:

This bachelor thesis deals with relations between the Czech Republic and regimes that violate human rights, specifically Cuba, Belarus and China. The Czech Republic, like all these three countries, had experience with communistic regime and violation of human rights in the 20th century, therefore, it is sympathetic to countries insimilar conditions. In all these three countries with regimes that violate human rights, which will be examined in this work, common characteristics of a totalitarian regime can be found. The above mentioned countries have one official state ideology, there was one mass political party which was ruled by its leader and which replaced terroristic system of society police control at the same time. This party had monopoly on control of all economic activities in the country. In the 20th century, the Czech Republic had a negative experience with totalitarian regime, too. Therefore, it tries to support democratic opposition and political prisoners (and their families) in these non-democratic regimes. The Czech Republic moved calmly from non-democracy to democracy by the considerably non-conflict "Velvet" Revolution. And that is the reason why democratic opposition from these non-democratic countries found in the Czech Republic and its representatives (primarily in Vaclav Havel) model for their transformation and transition to democracy. The opinion on suppressing basic human rights has changed in the Czech Republic several times. Not only did the change occur with the change of the head of the Czech state, but even the Czech Government, the Ministry of External Affairs or individual personalities of the Czech political scene were not always in agreement some rather put economic priorities above the human rights. Despite several larger or smaller disagreements and disputes which occurred on the Czech political scene in connection with support of the protection of human rights in or outside Europe, the Czech Republic is still trying to endorse human rights, as well as some important Czech personalities (e. g. V. Havel, C. Svoboda), political parties (ČSSD) and organizations (Člověk v tísni).
