Pension scheme in the Czech Republic - payment and types of benefits

Abstract:

Tato bakalářské práce je zaměřena na důchodový systém v České republice, který v nedávné době prošel značnou proměnou. Cílem práce je představit systém důchodového zabezpečení se zaměřením na důchodovou reformu z roku 2013, jeho následné zhodnocení a návrh optimálního řešení současné situace. Pro výsledné zhodnocení reformy bylo třeba analyzovat silné a slabé stránky nově zavedených reformních opatření a následně provést komparaci systému s vybranými evropskými státy jako jsou: Slovensko, Polsko, Velká Británie, Švýcarsko a Švédsko. Důchodovou reformu nelze hodnotit jako příliš úspěšnou, což dokazuje i minimální zájem veřejnosti o vstup do nově vzniklého druhého pilíře. Důchodová reforma se rozhodně dala udělat jinak a lépe. Vládě Petra Nečase se nepodařilo vytvořit takovou reformu, která by byla přijatelná napříč celým politickým spektrem a byla očištěná od populistických zásahů. Vzhledem k tomu, že současná reforma není za současného stavu schopná naplnit požadované cíle, navrhuji penzijní systém znovu reformovat za využití NDC systému a rozšíření stávajícího druhého pilíře.

Abstract:

This Bachelor Thesis deals with the pension system in the Czech Republic which has significantly changed recently. The goal of the Thesis is to introduce the pension system focusing on the pension system reform of 2013, its subsequent evaluation and to propose an optimal solution to the current situation. For the final evaluation of the reform it was necessary to analyze the strengths and weaknesses of the newly implemented reform measures and then to compare the system with other European states like Slovakia, Poland, Great Britain, Switzerland and Sweden. Pension reform cannot be appraised as a great success, which can be evidenced by a very poor public interest into entering the newly created second pillar. Pension reform could be definitely done differently and better. The government of Petr Nečas failed to create a reform which would be acceptable across the political spectrum and purged of populist political interventions. Due to the fact that the reform in the current state is not capable of meeting the required goals, I propose to reform pension system again by using an NDC system, and to extend the already existing second pillar.
