Absenteeism in compulsory school attendance among children from selected Romany socially excluded community in Brno

Abstract:

Tato práce chce přispět do diskuze týkající se začleňování příslušníků romských sociálně vyloučených komunit do společnosti prostřednictvím vzdělávání. Tématicky je zúžená na problematiku plnění povinné školní docházky dětí z romských sociálně vyloučených lokalit se zaměřením na vybranou lokalitu v Brně. U vědomí, že absence ve školní docházce těchto dětí je průměrně přibližně třikrát větší než u majoritní populace, obsahuje zamyšlení nad příčinami tohoto stavu a možnostmi řešení na základě rozboru rozsáhlé literatury a rozhovorů s vybranými vysoce motivovanými experty na tuto problematiku. V práci se přikláním k pojetí, že v jádru (základní, byť rozhodně ne jedinou příčinou) tohoto problému stojí kulturní konflikt, respektive nekompatibilita kulturního kapitálu (jehož jádrem jsou hodnoty a životní postoje) nositelů romské kultury a kulturního kapitálu vyžadovaného většinou společenských institucí, tedy včetně institucionálního vzdělávání založeného na pravidelné povinné školní docházce. Zároveň reflektuji nejednotný přístup expertů k této problematice, přičemž je zde vyslovena hypotéza, že základní rozdíl přístupu k problematice nespočívá ani tak v tom, zda dotyčný je muž nebo žena, Rom nebo příslušník majority, nýbrž v tom, zda příslušný expert má osobní dlouhodobou intenzivní zkušenost s prací s těmito dětmi a jejich rodiči (či nikoliv). Na závěr jsou v práci postulovány návrhy nástrojů (dle literatury i názorů dotazovaných expertů) pro zlepšení této situace. Rozsah vlastního textu činí 12 072 slov.

Abstract:

This work wants to contribute to discussion concerning integrating of members of Romany socially excluded communities into the society by education. The theme is narrowed to a problem of compulsory education observance of children from Romany socially excluded localities with attention to a chosen locality in Brno. Concerning the fact, that the absence from school of these children is in avarage approximately three times higher than it is in the major population, the work contains ideas about causes of this state and about possible solutions based on analysis of wide range of literature and interviews with some chosen high motivated experts to this topic. In the work I tend to the concept, that in essence (the basic, although not the only cause) of this problem stands cultural conflict, or more precisely the incompatibility (due to nobody´s fault) of cultural capital (its gist is in values and stances) of bearers of Romany culture and cultural capital claimed by majority of public institutions, including institutional education based on regular compulsory school attendance. At the same time I reflect disunited stances of these experts to the topic, when there is hypothesized, that the main difference in stance to the problem does not lie so much in fact if the expert is man or woman, Romany or member of major society, but in fact, if the person has got personal long-term intensive experience in working with these children and their parents (or not). At the end, the work submitted proposals of tools (according to literature and also to opinions of enquired experts) to improve this situation. Main text scope is 12 072 words.
