Regional Co-Operation in Central Europe – Case Study of the Euroregion Nisa, 1991 - 2009

Abstract:

Účelem této magisterské diplomové práce bylo zjistit vývoj přeshraniční spolupráce mezi Českou republikou, Polskem a Německem na zkoumaném území Euroregionu Neisse-Nisa-Nysa (ERN) v období let 1991-2009. Hypotézou je výrok, že po vstupu České republiky a Polska do Evropské unie nastal pokles přeshraniční spolupráce na území ERN. Hypotéza byla zformulována s cílem dokázat, že čeští i polští aktéři v ERN ztratili zájem spolupracovat. Pro měření přeshraniční spolupráce byly využity kvantitativní statistické metody. Nejdůležitějšími parametry pro měření intenzity přeshraniční spolupráce byly: celkové počty mezinárodních projektů realizovaných za rok, celkové roční finanční náklady těchto projektů. Porovnávalo se období před vstupem do EU s obdobím po vstupu. Vedle statistického zpracování dat podnikl autor terénní výzkum mezi městy a obcemi ERN, jehož účelem bylo potvrdit platnost stanovené hypotézy. Bylo potvrzeno, že aktivita aktérů v oblasti přeshraniční spolupráce poklesla po vstupu do EU. Tato práce by měla sloužit jako podklad k diskusi pro lokální a regionální elity ze zkoumaného území.

Abstract:

The purpose of the master’s thesis presented was to map development of the bilateral as well as trilateral cross-border co-operation among the Czech Republic, Poland and Germany at the regional level. As a territory for an observation, the Euroregion Neisse-Nisa-Nysa (ERN) was selected for the period of 1991-2009. The hypothesis of the work states that after the accession of the Czech Republic and Poland to the European Union, the decrease of cross-border co-operation has occurred. The hypothesis was set forth to prove that the Czech and Polish actors have lost interest to co-operate. Quantitative statistical methods were used to find out the annual number of the cross-border projects as well as total budgetary expenditures per annum, to compare the pre- and post-accession period. The author has also committed in-situ research among the local government bodies, measuring the activity of the municipalities in terms of cross-border co-operation. Finally, it was confirmed that the activity in terms of the cross-border cooperation has decreased. This thesis has been created with an endeavor to become a base for the discussion among the local and regional government authorities of the territory concerned.
