Impact assesment of the Operational Programme Enterprise and Innovation and Operational Programme Industry and Enterprise in Central Bohemian Region

Abstract:

Tato diplomová práce se zabývá operačními programy v gesci Ministerstva průmyslu a obchodu. Cílem této diplomové práce je zhodnocení vlivu těchto operačních programů na území Středočeského kraje. Dotace a dotační prostředí jsou často diskutovaná témata například z hlediska smyslu nebo přínosnosti. Avšak při těchto diskuzích bývá často dosaženo zcela protichůdných výsledků. V teoretické části práce jsou popsány vybrané teoretické koncepty regionálního rozvoje a regionální politiky. Tato část rovněž obsahuje kapitoly věnující se otázce intervencionistických prvků a podpoře podnikání. Praktická část práce se zabývá politikou hospodářské a sociální soudržnosti Evropské unie, vybranými operačními programy, představuje Středočeský kraj a seznamuje s výsledky regresní analýzy. Mezi nejdůležitější zjištění práce patří, že na území Středočeského kraje byla ve sledovaném období alokována nadprůměrná celková částka dotací ve srovnání s ostatními kraji České republiky. Největší alokace byla ve sledovaném období čerpána v programech jako Inovace nebo Prosperita. Pomocí regresní analýzy byl pozorován z dlouhodobého hlediska slabý negativní vliv dotací na sledované proměnné jako například míra nezaměstnanosti nebo míra zaměstnanosti ve zpracovatelském průmyslu.

Abstract:

This thesis addresses topics related to operational programs under the Ministry of Industry and Trade. The objective is to evaluate the actual impact of these operational programs. Subsidies and subsidy environments are frequently discussed topics mainly in the terms of purport or usefulness of those. However, very often the discussions lead to entirely contradictory results. The theoretical part describes selected theoretical concepts of regional development and regional policy. This section also contains chapters dedicated to the issue of interventionist elements and support of entrepreneurship. The practical part is focused on the policy of economic and social cohesion of the European Union, selected operational programs. It also provides introduction of the Central Bohemia Region as well as introduces regression analysis of those programs. Among the most important findings of the work is that the Central Bohemia Region was allocated with above average amount of subsidies in comparison with the other regions of the Czech Republic. In the reference period, the largest allocation was drawn by programs such as Innovation or Prosperity. The regression analysis shows slightly negative influence of subsidies on the monitored indicators such as unemployment or employment in the manufacturing industry in the long term.
