Comparison of approaches to energy and raw material security within the national security strategies of Germany, Austria, Czech Republic, Poland, Slovakia and Hungary

Abstract:

Energetická a surovinová bezpečnost je v současné době velice známým a mediálně i odborně probíraným tématem. Téměř každý den můžeme slyšet o problémech týkajících se energetické a surovinové bezpečnosti z televize, novin, internetu. Cílem této diplomové práce je porovnat základní a nejvýznamnější materiál zabývající se bezpečností, tedy národní bezpečnostní strategie pěti evropských států, a zaměřit se na uchopení energetické a surovinové bezpečnosti v těchto dokumentech. Invaze na Ukrajinu 24. února 2022 však významně změnila bezpečnostní prostředí a do jisté míry omezuje relevantnost závěrů této práce. V návaznosti na tyto události pak byla práce rozšířena o kapitoly zabývající se složením energetických mixů s cílem propojit bezpečnostní strategie s reálnou situací, zejména co se týče závislosti na dovozu fosilních energetických zdrojů z Ruské federace.

Abstract:

Energy and raw material security are well-known topics in the media and academic literature today. We can hear about the problems regarding energy and raw material security almost every day from television, newspapers or the internet, especially after the outbreak of the Russo-Ukrainian war in February 2022. The aim of this thesis is to compare the basic and most important documents concerning national security – national security strategies of five European countries and more specifically, to compare their approaches to energy and raw material security within these documents. However, the Russo-Ukrainian war, which started on 24th of February, 2022, significantly alters the security environment in which the aforementioned documents were created. As a result, the thesis was expanded to include chapters on the composition of energy mixes in the aforementioned European countries, as well as how dependent these countries are on Russian fossil fuel exports, in an effort to further connect the real world situation and national security strategies.
