Shopping centres and public space: a study in the regulation of urban space

Abstract:

Práce se zabývá problematikou regulace městského prostoru. Vychází z předpokladu, že charakteristiky sdílených prostranství moderního města vyžadují určitou formu regulace, aby na nich mohli společně žít neznámí lidé. V této práci rozeznávám dva druhy regulace: vnitřní a vnější. Vnitřní regulace pomocí tzv. městského řádu je charakteristická pro veřejný prostor. Existence veřejného prostoru je na fungování jeho vnitřního regulativu závislá do té míry, že přítomnost městského řádu lze označit za definující prvek veřejného prostoru. Městský řád je intersubjektivní a naučený. Jeho součástí jsou především pravidla jednání ve veřejném prostoru. Vnější regulace pomocí sociální kontroly je charakteristická mimo jiné pro nákupní centra. Součástí této práce je empirická studie regulace prostoru nákupních center. K získání dat byla použita kombinace kvalitativních výzkumných technik: rozhovory, analýza dokumentů a skryté zúčastněné pozorování. Na základě získaných dat jsou identifikovány základní nástroje vnější regulace prostoru. Mezi nimi stojí na prvním místě dohled pomocí kamerového systému, využívání bezpečnostních agentur a exkluze nežádoucích osob. Pravidla jednání jsou upravena pomocí tzv. domovních řádů, které zapovídají všechny formy jednání, které hrozí narušit kontrolu nad prostorem. Nákupní centra prostřednictvím vnější regulace odstraňují cizí prvky a potenciální zdroje nejistoty či nepředvídatelnosti. Tím zároveň omezují nutnost reprodukce městského řádu, který vzniká právě v reakci na takové prvky. V tomto smyslu lze říci, že nákupní centra ohrožují veřejný prostor.

Abstract:

The thesis presents a study in the regulation of urban space. It is argued that in order for urban spaces to be shared by mutually unknown strangers, certain kind of regulation must be in place. Two kinds of this regulation are studied in the present work: internal and external. Internal regulation is tied to traditional urban public space, as it is one of the preconditions for its very existence. The outcome of internal regulation is urban order, an intersubjective and shared body of knowledge which the urbanite must socialise into. External regulation, on the other hand, is carried through by means of social control and is often to be found in places such as shopping centres which are also the empirical subject of the thesis. A number of data collection techniques were used, including interviews, document analysis and covert participant observation, in order to study external regulation of shopping centre space. CCTV systems, security guards and exclusion of the undesirables are identified as the most important means of social control thereof. Conduct in shopping centres is regulated by house rules, which provide a list of prohibited activities, mostly those which threaten to escape control of the centre management. In the process of external regulation, shopping centres effectively remove elements of insecurity and unpredictability. As these elements are the very reason why internal regulation takes place in urban space, it is possible to say that shopping centres are acting against it. In this vein, it can be suggested that shopping centres are threatening public space as such.
