Social Work Accompanying Social Housing from the Perspective of Clients with Experience of Homelessness

Abstract:

Hlavním cílem předkládané disertační práce je porozumět tomu, jak klienti sociálního bydlení se zkušeností s bezdomovectvím konstruují roli sociální práce doprovázející bydlení a jak jsou tyto konstrukce ovlivněny kontextuálními proměnnými. Chci tedy porozumět tomu, jaký význam přisuzují klienti sociálního bydlení, kteří mají přímou zkušenost s bezdomovectvím, sociální práci doprovázející toto bydlení. Bude mě specificky zajímat, jak jsou tyto představy o sociální práci ovlivněny kontextem jejich předchozího života a programovým kontextem sociálního bydlení i výkonu sociální práce. Práce je teoreticky zarámována do sociálního konstrukcionismu. Konceptuální rámec práce je pojat jako deskripce klíčového pojmu "interpretace životních situací". V souladu s cílem jsou v kapitolách disertační práce postupně ukotveny všechny kontextuální proměnné tvořící kontext sociálního bydlení (kontext životní situace klientů; kontext nabízených programů řešících bezdomovectví; kontext sociálně-politický). Kapitoly jsou věnovány sociální práci, procesu její konstrukce a stěžejním elementům; problematice vyloučení z bydlení se zaměřením na kontext ČR a fenomén bezdomovectví, specificky pak na jeho konstrukci a chápání příčin i významu absence domova/bydlení, jakožto centrálního znaku bezdomovectví. Prostor je věnován rovněž stěžejním konceptům k řešení bezdomovectví, "Housing First", "Housing Ready" a to vždy se zaměřením na roli sociální práce. Následně je představeno "Sociální bydlení" jako nový, doposud legislativně neukotvený nástroj pro řešení bezdomovectví, stojící po boku dvou zmíněných přístupů. Jsou reflektovány i dosavadní existující poznatky o sociální práci v sociálním bydlení. Analýza dat je řešena kvalitativní strategií, prostřednictvím konstruktivistické zakotvené teorie Charmaz, doplňkovou metodou analýzy dat se staly poziční mapy situační analýzy. Výsledná zjištění plynoucí z rozhovorů s klienty sociálního bydlení ukazují, že ústřední význam v jejich životních situacích tvoří důraz na získání a udržení sociálního bydlení, který plyne z vnímání sociálního bydlení jako prostředku saturujícího potřebu domova i ontologické jistoty a z uvědomění, že získat bydlení na "klasickém trhu" je pro ně z různých důvodů nedosažitelné, přičemž za nejvýraznější příčinu je možné považovat nedostatek dostupného bydlení. Jednou z podmínek udržení sociálního bydlení je i povinná spolupráce se sociálním pracovníkem v programu po celou dobu zabydlení, která je klienty někdy deklarována jako volba, ale také jako "cena za bydlení". Pluralita vzájemných vztahů stakeholderů a jejich rozdílná očekávání zapříčiňují v sociálním bydlení v oblasti sociální práce vznik různých dilemat (mezi kontrolou a pomocí; zakázkou klienta a zakázkou zadavatele), promítajících se i do klienty vnímaných rolí sociálních pracovníků. V poslední části práce se věnuji tématu kritické reflexivity a reflektivity s pomocí kterého formuluji doporučení pro sociální práci v sociálním bydlení.

Abstract:

The main aim of the dissertation is to understand how social housing clients with experience of homelessness construct the role of social work accompanying housing and how these constructions are influenced by contextual variables. I want to understand the meaning that clients of social housing with experience of homelessness give the social work in social housing. I am specifically interested in how the meaning about social work is influenced by the context of their previous life situations and by the programmatic context of social housing and social work. The thesis is theoretically framed within a social constructionism. The conceptual framework of the thesis is conceived as description of the key concept "interpretation of life situations". In accordance with the aim of the thesis, all contextual variables constituting the context of social housing (the context of client´s life situation; the context of offered programs tackling homelessness; the socio-political context) are sequentially grounded in the chapters of the dissertation. The chapters are dedicated to social work, the process of its construction and its key elements; the issue of exclusion from housing with a focus on the context of the Czech Republic and the phenomenon of homelessness, specifically its construction and understanding of the causes and meaning of the absence of home/housing as a central feature of homelessness. The next chapter describes the main concepts of tackling homelessness, "Housing First", "Housing Ready", always with a focus on the role of social work. Subsequently, "Social Housing" is introduced as a new tool for tackling homelessness that has not yet been grounded in legislation, standing alongside the two approaches mentioned above. Existing knowledge about social work in social housing is also reflected. Data analysis is realized by using a qualitative strategy, specifically the constructivist grounded theory (according to Charmaz); position maps of situational analysis have become a complementary method of data analysis. Data gathered from interviews with clients of social housing show that a central aspect of their life situations is the emphasis on obtaining and maintaining social housing. This results from the perception of social housing as a means of satisfying the need for home and ontological security, and from the understanding that obtaining housing on the "conventional market" is unattainable for them for a variety of reasons, with the lack of affordable housing seen as the most significant cause. One of the conditions for keeping social housing is the obligatory cooperation with a social worker in the program throughout the entire period of housing, which is sometimes declared by clients as a choice, but also as a "price for housing". The plurality of mutual relations of stakeholders and their different expectations cause various dilemmas in social housing in the field of social work (between control and assistance; client's order and commissioner's order), which are also reflected in client´s perceived roles of social workers. In the last part of the thesis I address the topic of critical reflexivity and reflectivity with the help of which I formulate recommendations for social work in social housing.
