The Importance of Military Police in International Conflicts and Wars

Abstract:

Diplomová práce se zabývá problematikou významu a využití Vojenské policie České republiky v rámci nasazení do mezinárodního ozbrojeného konfliktu. V úvodu práce je z pohledu Doktríny Armády České republiky definován mezinárodní ozbrojený konflikt, jakož i operace, v nichž může být AČR spolu s VP nasazena. Provedením analýzy nasazení VP do operací a konfliktů jsou definovány požadavky a úkoly, jež budou na VP kladeny. Komplexní analýzou doktrinálních funkcí VP jsou následně vymezeny okruhy schopnosti, prostřednictvím nichž bude VP realizovat konkrétní definované požadavky. Zvláštní pozornost je věnována Military Police NATO, již jsou čeští vojenští policisté součástí. Praktická část diplomové práce je zaměřena na komparativní analýzu definovaných požadavků s doktrinálně deklarovanými schopnostmi VP ČR, jakož i MP NATO. Cílem této komparace je potvrzení významu, jakož i připravenosti VP k nasazení do mezinárodního ozbrojeného konfliktu. Na základě výsledků komparativní analýzy se závěr práce věnuje možným návrhům na optimalizaci schopností VP ve vztahu ke zjištěným nedostatkům. K potvrzení, případně rozšíření závěrů práce, byly provedeny řízené rozhovory s vrcholnými funkcionáři a odborníky z řad aktivně sloužících členů VP.

Abstract:

The diploma thesis deals with the issue of the importance and use of the Military Police of the Czech Republic (hereinafter referred to as the MP) within the framework of deployment in an international armed conflict. In the beginning of the work, international armed conflict is defined from the point of view of the Doctrine of the Army of the Czech Republic (hereafter referred to as ACR), as well as operations in which the ACR can be deployed together with the MP. By performing an analysis of the deployment of MP in operations and conflicts, the requirements and tasks that will be placed on the MP are defined. By means of a comprehensive analysis of the doctrinal functions of the MP, the ranges of capabilities are subsequently defined, through which the VP will implement specific defined requirements. Special attention is paid to NATO's MP, of which Czech MP officers are a part. The practical part of the thesis is focused on a comparative analysis of the defined requirements with the doctrinally declared capabilities of the Czech MP as well as the NATO MP. The aim of this comparison is to confirm the importance and readiness of the MP for deployment in an international armed conflict. Based on the results of the comparative analysis, the conclusion of the thesis is devoted to possible proposals for optimizing the capabilities of the MP in relation to the identified shortcomings. To confirm or expand the conclusions of the work, controlled interviews were conducted with top officials and experts from among actively serving members of the MP
