The involvement of selected state and non-state actors in the negotiation of the sustainable development goals of the 2030 Agenda, with emphasis on objectives relating to the environment

Abstract:

Tato diplomové práce se blíže zaměřuje na proces vyjednávání cílů udržitelného rozvoje (Sustainable Development Goals, SDGs) aktuálního rozvojového konceptu OSN Agenda 2030. Z celkového souboru 17 SDGs budou upřednostněny ty, které se týkají environmentální problematiky, jedná se o cíle 13 Klimatická opatření, 14 Život ve vodě a 15 Život na souši. V souvislosti s vyjednáváním konečného znění těchto cílů bude pozornost věnována roli a zapojení vybraných nestátních aktérů zastoupených v podobě tzv. Major Groups. Práce analyzuje zájmy, postoje a vyjednávací schopnosti u těchto tří vybraných sektorů – Business and Industry, NGOs a Women. Z teorií mezinárodních vztahů práce zohledňuje environmentální teorii a v souvislosti s účastí žen a ženských uskupení také náhled feminismu. Dále bude práce vycházet z konceptu udržitelného rozvoje, tak jak byl v 80. letech minulého století nadefinován ve zprávě „Naše společná budoucnost“. Cílem práce je též stručně zhodnotit vývoj konceptu až do podoby současné rozvojové strategie Agendy 2030.

Abstract:

This master thesis focuses on the process of negotiating the Sustainable Development Goals (SDGs) of the current UN development plan known as 2030 Agenda for Sustainable Development. Of the final set of 17 SDGs, priority will be given to those related to environmental issues. There are three in total - SDG 13 Climate action, SDG 14 Life below water and SDG 15 Life on land. With regards to negotiating the official version of these objectives, attention will be paid to the role and involvement of selected non-state actors represented and organised in the so-called Major Groups. The thesis analyses the interests, attitudes and negotiating skills of these three selected sectors - Business and Industry, NGOs and Women. Regarding the theories of international relations, the thesis considers Green Theory in International Relations and, in connection with the participation of women and women's groups, uses also thoughts of feminism. Furthermore, the thesis will be based on the concept of sustainable development, as it was defined in the 1980s in the report "Our Common Future". The aim of this thesis is also to briefly evaluate the progress this original concept has made until the current complex strategy of the 2030 Agenda for Sustainable Development.
