Application of tools of public participation in the strategic development of the city on the example of a selected municipality

Abstract:

Bakalářská práce se zabývá uplatňováním nástrojů participace ve strategickém řízení rozvoje měst na konkrétním příkladu statutárního města Ústí nad Labem. Hlavním cílem bakalářské práce je zjistit, jakými způsoby se do tvorby strategického plánu a řízení města zapojuje veřejnost města Ústí nad Labem. V práci je analyzováno, v jaké míře se občané na chodu a rozvoji města podílí, jakým způsobem vyjadřují své názory v rámci anket či veřejných diskuzí, která jsou pak následně brána v potaz při konečném rozhodování. V konečné fázi práce analyzuje přínosy participativních přístupů. K práci je pro popis základní problematiky využito odborné literatury a pro konkrétní analýzu jsou užita data ze strategických plánů města za období 2015 -2020 a 2021 -2030, jeho sociálních sítí a webových stránek města. V závěru práce je dán prostor vyjádřit se k danému tématu vybraným představitelům města.

Abstract:

The bachelor's thesis deals with the application of participation tools in the strategic management of urban development on a specific example of the statutory city of Ústí nad Labem. The main goal of the bachelor's thesis is to find out the ways in which the public of the city of Ústí nad Labem is involved in the creation of a strategic plan and management of the city. The thesis analyzes the extent to which citizens participate in the operation and development of the city, how they express their views in surveys or public discussions, which are then taken into account in the final decision. In the final phase of the work analyzes the benefits of participatory approaches. The work uses professional literature to describe the basic issues and for a specific analysis, data from the strategic plans of the city for the period 2015-2020 and 2021-2030, its social networks and the city's website are used. At the end of the work, there is space to express themselves on the topic to selected city officials.
