Ethical codes in public administration

Abstract:

Diplomová práce se zabývá etickými kodexy ve veřejné správě, které jsou jedním z prostředků, jež mohou zlepšit její efektivnost, transparentnost a výkonnost. Důležitým rokem v této oblasti byl pro Českou republiku rok 2012, kdy byl vytvořen Etický kodex úředníků a zaměstnanců veřejné správy, který tak nahradil dosavadní Kodex etiky ve veřejné správě z roku 2001. Mimo komparaci jednotlivých etických kodexů krajských úřadů bylo zásadním úkolem celého výzkumného šetření zjistit, jaká je jejich znalost a vnímání mezi zaměstnanci napříč všemi krajskými úřady v České republice. Velmi pozitivním zjištěním dotazníkového šetření je vysoké povědomí zaměstnanců o zásadách jednotlivých etických kodexů. Na druhou stranu byl odhalen nedostatečný tlak při kontrole jejich dodržování. Korupce je globální fenomén, který trápí i Českou republiky a je i jedním z největších problémů neetického jednání. Stejně tak je vnímán drtivou většinou zúčastněných respondentů. Většina z nich si však nepřipouští, že by ke korupčnímu jednání mohlo docházet právě na jejich krajském úřadu.

Abstract:

The diploma thesis focuses on the codes of ethics in public administration, which are one of the means that can improve its efficiency, transparency and performance. An important year in this area was year 2012 for the Czech Republic, when the Code of Ethics for Officials and Employees of Public Administration was created, thus replacing the existing Code of Ethics in Public Administration from 2001. Apart from comparing the individual codes of ethics of regional authorities, the fundamental task of the whole research survey was to find out what their knowledge and perception among employees across all regional authorities in the Czech Republic is. A very positive finding of the questionnaire survey is the high awareness of employees about the principles of individual codes of ethics. On the other hand, insufficient pressure was found to check their compliance. Corruption is a global phenomenon that bothers the Czech Republic and is one of the greatest problems of unethical behavior. It is also perceived by the vast majority of respondents. Most of them, however, do not admit that corruption could occur at their regional office.
