The mechanisms of administrative control over the film culture in Brno since 1918 to 1945

Abstract:

Tato práce si klade za cíl zmapovat filmovou cenzuru, respektive mechanismy kontroly filmových představení ze strany úřadů na našem území. Práce se snaží zaměřit pozornost na brněnské úřady a jejich rozhodnutí, které porovnává s rozhodnutím z jiných regionálních úřadů, nebo s ministerským rozhodnutím, které bylo závazné pro celý stát. Popisuje historický vývoj filmové kontroly od počátku, kdy jsme spadali pod Rakousko – Uhersko po konec Druhé světové války v roce 1945, kdy dochází k zestátnění kinematografie a změně veškerých dosavadní pravidel. Práce je rozdělena do tří hlavních částí. První část, je věnována od roku 1896 do roku 1918. Druhá část je v rozmezí let 1918 až 1930. Poslední, třetí část je od roku 1930 a ukončena je rokem 1945. Hlavní pozornost je věnována období mezi dvěma světovými válkami. Československo nebylo z úředního hlediska jednotným státem. Bylo rozděleno na několik samostatných správních oblastí (Čechy, Morava, Slezsko, Slovensko, Podkarpatská rus), o kterých rozhodovaly zemské úřady. Jejich úřední rozhodnutí nebyla vždy stejná, ale v jednotlivých regionech se lišila. Z toho důvodu jsem se pokusil jednotlivé návrhy a rozhodnutí dát do konfrontace, ze které by se dalo usoudit, jaké panovaly vztahy mezi zemskými úřady a jak se jejich požadavky a přání na vývoj filmu lišily.

Abstract:

This thesis aims to map out the film censorship – the mechanisms of administrative control over the film presentation in the Czech Republic. It focuses mainly on the censorship authorities in Brno and their decisions, which are then compared to the decisions of other regional authorities and that of the ministry, which was obligatory for the whole country. The thesis also describes historical evolution of film censorship from the beginning, when this country was a part of Austria-Hungary, till the end of the Second World War in 1945, when the Czech cinema was nationalized and all the rules were changed. The thesis is divided into three main parts. The first one deals with the years 1896 to 1918. The second part is concerned with the years 1918 to 1930. The third and final part begins with the year 1930 and ends with the year 1945. The main attention is paid to the period between the two World Wars. From the administrative point of view Czechoslovakia was not a unified country. It was divided into several independent administrative regions (Bohemia, Moravia, Silesia, Slovakia, Subcarpathian Rus), which were ruled by regional authorities. Their administrative decisions were not always uniform and often even quite different. That is the reason this thesis attempts to compare these official proposals, stands and decisions in order to find out more about the nature of relationships between these regional authorities and how their visions and opinions about the development of film industry differed.
