Může Česká republika replikovat švýcarský model daňové konkurence?

Abstract:

Feld a Reulier (2004) ukázali, že ve Švýcarsku mezi lety 1984 a 1999 existovala strategická daňová konkurence. V této práci jsou na panelu švýcarských kantonů prezentovány empirické výsledky pro strategické nastavování daňových sazeb kantonálními vládami mezi lety 2003 a 2009. Práce přidává další důkaz o švýcarské daňové konkurenci, složená daňová kvóta v kantonu je tím nižší, čím nižší jsou daně jeho sousedů. Model v této práci je rozšířen o rozlohu kantonů a daňové sazby sousedních států. V druhé části práce je diskutováno možné přenesení švýcarských ústavních institucí do prostředí České republiky a je představeno několik politických doporučení.

Abstract:

Feld and Reulier (2004) have demonstrated that there existed strategic tax competition in Switzerland between 1984 and 1999. In this thesis, empirical results on strategic tax setting by cantonal governments are presented for a panel of the Swiss cantons from 2003 to 2009. Completing the evidence on Swiss tax competition, the compound tax rates in cantons are lower, the lower the tax rates of their neighbors. The model developed here is extended to include geographical area of cantons and tax rates in their neighboring countries. The second part of the thesis discusses possible Swissification of the Czech constitution and several policy proposals are put forth.
