The Management of Investment Projects of Selected State Contributory Organization

Abstract:

Cílem této práce je v rámci investičního řízení zhodnotit efektivitu komunikace mezi zřizovatelem a příspěvkovou organizací (PO). Na základě architektury procesu, který doprovází investiční řízení, jsem chtěla posoudit, zda PO není administrativně zatížena dokumentačními požadavky zřizovatele, což by vedlo k nedostatečnému čerpání finančních prostředků na investice. Z praktické části této práce vyplynulo, že nejednoznačné administrativní požadavky vedou PO k pouze částečnému čerpání schválených prostředků. Tento stav podporuje i analýza dat z účetních výkazů za posledních 6 let, kdy je trend čerpání rozpočtu na investice jednoznačně klesající. Dále jsem v rámci vybrané investiční akce zjistila, že princip 3E je v investiční dokumentaci zachycen jen okrajově, a že jeho reálné hlídání je pouze v režii dobrovolných aktivit PO. Komunikaci mezi zřizovatelem a PO bychom na základě zjištěných informací mohli zhodnotit jako neefektivní.

Abstract:

The aim of my thesis is to evaluate the effectiveness of communication between the founder and the contributory organization during investment management process. I aim to assess whether the investment process framework of the contributory organization is burdened by the administrative requirements of the founder, which could potentially lead to insufficient drawing of the funds for investments. In the practical part of this thesis, I demonstrated that the ambiguous requirements of the founder lead the organization to only partially use the funds allocated for investments. This is reflected by the financial statements of the organization, capturing the decreasing trend of drawing the funds for investments in the past 6 years. Moreover, I have discovered that the 3E principle is only partially captured in the investment documentation and that the monitoring of compliance with this principle is not mandatory.
