Abstract:

Bakalářská práce ve třech základních kapitolách shrnuje problematiku interních normativních aktů, tedy vnitřních předpisů. Úvodní část objasňuje základní pojmy z oblasti teorie práva, jejichž znalost je nezbytná pro pochopení úlohy vnitřních předpisů ve společnosti a jejich vztahu k právnímu řádu a právním předpisům. Druhá část bakalářské práce podrobněji rozebírá účel, znaky a druhy vnitřních předpisů zaměstnavatele, upozorňuje na zvláštnosti vnitřních předpisů ve veřejné správě a u subjektů zájmové samosprávy, poukazuje na klíčovou judikaturu, která význam a některá specifika vnitřních předpisů podtrhuje. Poslední část bakalářské práce je věnována tvorbě vnitřních předpisů, popisuje podstatu, způsob a základní zásady vytváření vnitřních předpisů, jejich formální úpravu a členění.

Abstract:

In three main chapters the Bachelor thesis summarizes the problems of internal normative acts as internal regulations of the employer, in public administration or other organizations. The introductory part explains the basic concepts of the theory of law, whose knowledge is essential for understanding of the role of internal regulations in society and their relationship with the legal system and legislation. The second part analyzes the purpose, characteristics and types of internal regulations of the employer, pointing out the peculiarities of internal rules in public administration and self-government entities of interest, highlights the key case law, which importance and some specifics of the internal regulations stresses. The last part of this thesis pays attention to the creation of internal regulations, describes the fundamentals, method and basic principles for the creation of internal regulations, their layout and structure.
