Evropská unie deklarovala záměr boje proti změnám klimatu, jež má ukotvení v Kjótském protokolu. Mezi jednotlivé kroky patří i snižování emisí skleníkových plynů a EU tento krok podpořila vytvořením systému emisních povolenek (EU ETS). The European Union declared its intention to fight against climate change on the basis of the Kyoto Protocol. One of the steps to fight climate change is reduction of carbon dioxide emissions. EU has established EU ETS to achieve it and is implementing this system in three stages.
