Participatory budget in the Czech republic

Abstract:

Tématem této bakalářské práce je participace a zavádění participativního rozpočtu jako prvku přímé demokracie v České republice. Příkladem zde slouží realizace participativního rozpočtu městské části Praha 10, kde záměr zavedení byl chválen Zastupitelstvem v červnu 2015. V empirické části práce je zaměřena pozornost na jednotlivé fáze procesu a identifikaci rizik, jež mohou ovlivnit jeho úspěšný průběh, a to formou srovnání poznatků, vycházejících z praktických zkušeností autorky, která vykonává funkci koordinátora participativního rozpočtu MČ Praha 10 a řízených polostrukturovaných rozhovorů s klíčovými aktéry z městských částí, které participativní rozpočet také realizují od roku 2015, a to Praha – Zbraslav a Ostrava – jih. Rozhovory byly též vedeny se zástupci společností Agora, CE, o. p. s. a Demokracie 2.1, které se zavádění participativního rozpočtu v ČR věnují a poskytují obcím odbornou a metodickou podporu.

Abstract:

The topic of this bachelor thesis is the participation and implementation of the participative budget as an element of direct democracy in the Czech Republic. As an example, implementation of the participatory budget of the Prague 10 district was used, where intention of the implementation was approved by the Assembly in June 2015. In the empirical part of the thesis, attention is focused on the individual phases of the process and the identification of the risks that can affect its successful course, based on the practical experience of the author who holds the post of coordinator of the district Prague 10 participatory budget and than on the managed semi-structured interviews with key actors from the city sections, which have the participatory budget also implemented since 2015, namely Prague - Zbraslav and Ostrava - South. The interviews were also held with representatives of Agora, CE, O. p. and Democracy 2.1, which devote themselves to the implementation of the participatory budget in the Czech Republic and provide the municipalities professional and methodical support.
