Regional operational programs and their usage for support of the human resources development within regions

Abstract:

Diplomová práce představuje analýzu využití Regionálního operačního programu ROP) ve zvoleném regionu soudržnosti NUTS II-Severovýchod v České republice. Popisuje strukturu, dokumenty a fungování ROP.Analyzuje vazbu ROP na strategické plány a cíle EU a ČR. Práce je prioritně zaměřena na oblast podpory rozvoje lidských zdrojů. Mapuje, do jaké míry jsou pomocí ROP naplňovány specifické cíle Lisabonské strategie v oblasti podpory rozvoje lidských zdrojů a zda jsou naplňovány hlavní priority Evropské unie - komplexní rozvoj regionů v oblasti zvyšování konkurenceschopnosti. Analyzuje konkrétní osy ROP, konkrétní projekty a posuzuje, zda jsou využitelné k řešení specifických disparit v oblasti lidských zdrojů ve zvoleném regionu. Dále jsou mapovány možnosti, jak provázat ROP s dalšími formami finanční podpory za účelem rozvoje lidských zdrojů zvoleného regionu soudržnosti.

Abstract:

This diploma thesis prezents the analysis of the regional operational programme (ROP)utilization in the selected region cohesion NUTS II northeast in the Czech Republic. The paper describes the organisational structure, the documents and the functioning of ROP. The thesis analyses the structure of ROP on the strategic plans and goals of the EU and the Czech. The priority of the thesis is the support of human resources. It charts to what degree are the specific targets of the Lisabon strategy in the area of support of human resources fulfilled with the help of ROP and whether the main priorities of the EU are fulfilled – complex development of the regions in the area of increasing competitiveness. The thesis also analyses the concrete axes ROP as well as the concrete projects and assesses the applicability to the solution to the specific disparities concerning human resources in the selected region.Further are mapped possibilities how to interlock ROP with other forms of financial support in order to develop human resources in the selected region cohesion.
