Amendment to the Act on Social and Legal Protection of Children and its Impact on Substitut Family Care

Abstract:

Cílem této diplomové práce je zjistit, jak vnímají pěstouni z řad prarodičů rozdělení pěstounské péče na zprostředkovanou a nezprostředkovanou, danou novelizací zákona platnou od počátku roku 2022. V teoretické části je věnována pozornost náhradní rodinné péči, další kapitola pak blíže specifikuje nezprostředkovanou pěstounskou péči, důraz je pak kladen na pěstounskou péči vykonávanou prarodiči. Popsáno je také finanční zajištění těchto pěstounů, v závěru teoretické části jsou pak uvedeny některé pohledy kritické sociální práce, doplněné dvěma expertními rozhovory. Ve výzkumné části je představen kvalitativní výzkum provedený formou polostrukturovaného rozhovoru se šesti komunikačními partnerkami. Z něho vyplynulo, že rozdělení pokládají tito pěstouni za nespravedlivé, navíc do života mnohých prarodičů přineslo zhoršení finanční situace.

Abstract:

The aim of this work is to discover, how the grandparents in the role of the foster parents perceive the foster care and its separation on the mediated and unmediated one, which is given by the new legislative form valid from the beginning of the year 2022. The substitute family care is described at the first chapter of the theoretical part, then the unmediated foster care is specified, emphasis is placed on the grandparents, also their financial security is mentioned. The end of the theoretical part presents the perspective of the critical social work, it is completed by the two expert interviews. The qualitative research is than introduced at the practical part, made by semi structured interview with six communication partners. It made it clear that these foster parents consider this separation as unfair, in addition it has brought the aggravation of the financial situation to the life of numerous grandparents.
