Principles and instruments of Switzerland’s policy on EU

Abstract:

The thesis "Principles and instruments of Switzerland’s policy on European Union (EU)" looks at the key features and values which have had an impact on the evolution of the country´s relations with the outside world, especially with the European Union, and which have shaped its political system. Switzerland as a part of Europe is on the one hand highly economically integrated with the EU, but on the other hand it is not involved in the institutional integration process which has now being going on for a good 50 years. Instead, Switzerland has opted for a policy based on bilateral agreements. The thesis explores the way how the various instruments of Switzerland´s policy have been used in the European context. Furthermore, it deals with the question what effects the possible membership of the EU and other possible scenarios for the future integration would actually have on the basic elements of the Swiss identity. Finally, the current state of relations between Switzerland and the EU, especially the Agreement on the Free Movement of Persons and the Schengen/Dublin agreement are briefly examined.

Abstract:

Predkladaná práca "Principy a nástroje politiky Švýcarska ve vztahu k EU" sa venuje kľúčovým prvkom a hodnotám, ktoré mali dopad na utváranie vzťahov s ostatným svetom, obzvlášť s Európskou úniou, a ktoré formujú politický systém krajiny. Švajčiarsko ako súčasť Európy je na jednej strane vysoko ekonomicky integrované s EU, ale na druhej strane nie je zahrnuté do ištitucionálneho integračného procesu trvajúceho už celých 50 rokov. Miesto toho si Švajčiarsko zvolilo postup založený na bilaterálnych zmluvách. Práca skúma spôsob, akým boli rôzne nástroje švajčiarskej politiky užívané v európskom kontexte. Ďalej sa zaoberá otázkou, aký dopad by malo členstvo v EU a ďalšie možné scenáre integrácie v budúcnosti na základné elementy švajčiarskej identity. Na záver stručne skúma súčasný stav vzťahov medzi Švajčiarskom a EU, obzvlášť Dohodu o voľnom pohybe osôb a Dohodu Schengen/Dublin.
