Pursuit of business activities by foreign physical entities in the Czech Republic with concentrating on Ukrainian community

Abstract:

Abstrakt V úvodní kapitole jsou vymezeny základní termíny a pojmy živnostenského podnikání zahraničních fyzických osob se zaměřením na ukrajinskou komunitu. Následuje popis vývoje podnikatelského prostředí na našem území od 13. století až do současnosti včetně legislativního vývoje po roce 1990. Tématicky na historii podnikání navazuje historie ukrajinské migrace do České republiky. Uveden je rovněž základní legislativní rámec týkající se zahraničních fyzických osob. Aktuální vízová politika směrem k občanům Ukrajiny je stručně charakterizována jak z hlediska legislativního rámce České republiky a Zprávy o stavu lidských práv Českého helsinského výboru, tak i z pohledu ukrajinských medií. Vývoj zvyšování počtu cizinců - podnikatelů v Praze a v ostatních krajích, s porovnáním počtu jednotlivých národností cizinců od roku 2003 do roku 2011, je doplněn aktuálními statistickými přehledy a grafy. Souhrnně jsou uvedeny údaje o počtu cizinců – podnikatelů nejvíce zastoupených národností. Výzkum prostřednictvím dotazníků se zaměřením na ukrajinskou komunitu v Praze a řízeného rozhovoru s úředníky státní správy byl veden s důrazem na uplatnění zahraničních fyzických osob na pracovním trhu, vnímání cizinců - podnikatelů občanskou společností, legislativu a vízovou politiku z pohledu ukrajinských občanů a jejich integrační tendence, postoje zahraničních fyzických osob k úředníkům státní správy a na postoje úředníků státní správy k ukrajinským občanům. Závěr práce analyzuje odpovědi respondentů z řad cizinců i úředníků státní správy a navrhuje možná opatření a nástroje, které by veřejná správa mohla přijmout ke zlepšení situace cizinců v České republice v dotčených oblastech.

Abstract:

Abstract In the opening chapter there are given main terms and definitions of foreign physical entities in business which are specialized in Ukrainian community. Description of corporate environment development in our area from the 13.century up to now, including with legislative evolution after 1990 follows. Topically the business history follows-up the history of Ukrainian migration to the Czech Republic. Basic legislative scope concerning foreign physical entities is also stated. Actual visa policy towards the Ukrainian citizens is briefly characterized from the point of view of the Czech Republic legislative scope and Report on human rights situation by the Czech Helsinki committe and also the Ukrainian media. Evolution of increasing number of foreigners -businessmen in Prague and in other regions comparing to the number of particular nationalities from the year 2003 until 2011 is supplied with actual statistic charts and graphs. Completely the datas about numbers of foreign businessmen of the most presented nationalities are stated. Research using the questionnaires is targeted on Ukrainian community in Prague and directed discussion with state service clerks was led with emphasis on foreign physical entities use in the job market, perception of foreigners - businessmen by civil society, legislation and visa policy from the point of the Ukrainian citizens’ view and their integration trend, attitudes of foreign physical entities to state service clerks and on state service clerks attitude to the Ukrainian citizens. Ending of the work analyzes respondent’s answers, both foreigners and state services clerks and suggests possible steps and tools, which could be accepted by public service to improve the foreigners situation in the Czech Republic in the touched regions.
