Abstract:

Předmětem mé bakalářské práce „Úloha zdravotních pojišťoven v systému veřejného zdravotního pojištění a způsoby úhrady zdravotní péče“ je analýza procesu financování a úhrad zdravotnického systému v České republice. Cílem práce je popsat způsoby financování zdravotní péče v ČR z veřejných zdrojů. První části je věnována obecným poznatkům z oblasti financování, shrnuje vývoj financování zdravotní péče v ČR, a to od období 1. republiky až po současnost. Dále je popsána současná situace za předpokladu, že dnešní stav je podmíněn vývojem z minulosti. Dnes je financování zdravotní péče v ČR založeno na povinném zdravotním pojištění a veřejných rozpočtech. Popsána je nerovnováha v systému povinného zdravotního pojištění, vývoj nákladů ve zdravotnictví. V další části je provedena analýza hospodaření zdravotních pojišťoven, jakož to subjektů spolurozhodujících o alokaci finančních zdrojů z veřejného zdravotního pojištění. V poslední části jsou naznačena místa pro provedení kroků,které mohly eliminovat zásadní nedostatky stávajícího systému a vést tak k posupnému zvyšování jeho efektivity a účelnosti

Abstract:

The goal of the submitted thesis “The role of health insurance companies (funds) in the system of public health insurance and the methods of health-care refunding” is to analyze founding and payment in the system of public healtcare in the Czech republic. Aim of this thesis is to describe methods of financing health services from public finance. The first part of the thesis provides a general outline of the area of funding healthcare, summarizes the development of financing the healthcare in the CR from the period of the first Czechoslovak republic after 1918 up to the present. Then current situation is resumed with the assumption the current situation is coditioned by evolution in the last years. Nowadays, financing of health care in the CR is based on compulsory health insurance from public sources. Thesis deals with the problem of financial imbalance in the system of compulsory health insurance, development of health care costs. In the other parts includes an analysis of the econmic situation of health insurance complanies which share the responsibilitz for allocation of funds from public health insurance. The final part indicates areas which are suitable for steps aimed at eliminating the principal deficiencies of the present system and resulting in a gradual improvement of its efficiency and cost-effectiveness.
