Non-tax road transport charging instruments with a focus on the use of performance charging in the Czech Republic

Abstract:

Diplomová práce se zaměřuje na vyhodnocení aplikovaného výkonového a časového zpoplatnění v ČR v letech 2018 až 2023. Zkoumána byla míra sanace nákladů na negativní externality způsobené provozem silniční motorové dopravy. Z výsledků práce vyplývá, že výnosy z výkonového a časového zpoplatnění dostatečně nesanovaly náklady na negativní externality. Na základě těchto výsledků byl navržen systém výkonového zpoplatnění pro vozidla kategorií N1, N2, N3, M1, M2, M3 a L3 s počátkem od 1.7.2024. Výše sazeb výkonového zpoplatnění je navržena pro sedm období. V posledním uvažovaném období od 1.1.2030 bude dosaženo 100% sanace nákladů na negativní externality způsobené provozem silniční motorové dopravy na zpoplatněných úsecích. Součástí práce je také odhad výnosů z navrhovaného systému výkonového zpoplatnění pro období od 1.7.2024 do 31.12.2026.

Abstract:

The diploma thesis focuses on the evaluation of the applied performance and time charging in the Czech Republic in the years 2018 to 2023. The extent of remediation of the costs of negative externalities caused by the operation of road motor transport was investigated. The results show that the revenues from performance and time charging did not sufficiently cover the costs of negative exter-nalities. On the basis of these results, a performance charging system for vehicles of categories N1, N2, N3, M1, M2, M3 and L3 was proposed starting from 1 July 2024. The rates of performance charging are proposed for seven periods. In the last period considered from 1 January 2030, 100% of the costs of negative exter-nalities caused by road motor traffic on the toll sections will be remediated. The work also includes an estimation of revenues from the proposed performance charging system for the period from 1.7.2024 to 31.12.2026.
