A working strategy of the municipal police in Plzeň focussed on the municipal aspects of security in the region with particular reference to the establishment and formation of industrial zones

Abstract:

Cílem diplomové práce bylo vypracování návrhu Funkční strategie Městské policie Plzeň pro horizont let 2019 - 2021 zohledňující municipální bezpečnostní rizika související se vznikem a fungování příměstských průmyslových zón v návaznosti na platnou Korporátní strategii SBU pro léta 2018 - 2021. Práce je dělena na 7 kapitol. Obsahuje seznam zkratek, ilustrací a tabulek. V první kapitole je vypracován vývojový historický diskurz genealogickou metodou zjištění případů dobré praxe. V druhé kapitole byly autorem využity poznatky z předešlého studia zaměřeného na strategické řízení organizací veřejné moci v ČR, tedy užité pojmy včetně metod, analýz a postupů, podrobněji přílohy A, B. Třetí kapitola redefinuje poznatky získané vypracováním jednotlivých analýz z pohledu časového vývoje dle vybraného modelu strategického řízení. Ve čtvrté kapitole je analyzováno vnější a vnitřní prostředí organizace. Benchmarkingovou metodou je porovnávána efektivnost činnosti MP ve 26 statutárních městech v ČR. Pátá kapitola podrobně rozebírá z pohledu orgánů veřejné moci a vývojových ekonomických trendů jednotlivé aspekty spojené s tvorbou a provozováním průmyslových zón na území města Plzeň a Plzeňského kraje. V šesté kapitole je formulována na základě vypracovaných analýz zvolenou metodou strategické řízení BIBS Funkční strategie. V poslední kapitole jsou uvedeny doporučení pro implementaci návrhu, jejichž součástí je i SMART plán realizace. Při práci s informačními zdroji byla využita metoda analýzy komparace a následné syntézy, genealogická resp. historická, jejíž součástí je pohled na daný problém z pohledu vývojové geneze. Dále pak metoda kritická, brainstormingu a projekce. Návrh strategie bude předložen odpovědným stakeholders ke schválení a doporučen pro implementaci prostřednictvím odborných komisí a Zastupitelstva města Plzně.

Abstract:

The aim of the dissertation was to elaborate the Functional Strategy of the Municipal Police of Pilsen for the period 2019 - 2021 taking into account the municipal security risks related to the establishment and functioning of suburban industrial zones, in relation to the applicable Corporate Strategy of the SBU for 2018 - 2021. The work is divided into 7 chapters. Contains a list of abbreviations, illustrations, and tables. In the first chapter the developmental historical discourse is elaborated by the genealogical method of finding good practice. In the second chapter, the author used the knowledge from previous studies focused on strategic management of public authorities in the Czech Republic, i.e. the terms used, including methods, analyses and procedures, in more detail Annex A, B. The third chapter redefines the knowledge gained by elaborating individual analyses from the perspective of time development according to the selected strategic management model. The fourth chapter analyses the external and internal environment of the organization. Benchmarking method compares the effectiveness of MP activities in 26 statutory cities in the Czech Republic. The fifth chapter analyses in detail from the point of view of public authorities and developmental economic trends, individual aspects connected with the creation and operation of industrial zones in the city of Pilsen and the Pilsen region. In the sixth chapter, strategic management of the BIBS Functional Strategy is formulated on the basis of the analyses. The last chapter contains recommendations for the implementation of the design, which includes the SMART implementation plan. When working with information sources, the method of comparative analysis and subsequent synthesis, genealogical resp. historical, which includes a view of the problem from the perspective of developmental genesis. Furthermore, the method of critical, brainstorming and projection. The strategy proposal will be submitted to the responsible stakeholders for approval and recommended for implementation through expert commissions and the Pilsen City Council.
