International Economic Relations - Theoretical and Practical Realization of Some of Their Forms in Selected Economies

Abstract:

Cílem této disertační práce je nalézt faktory, které ovlivňují podobu společné obchodní politiky. První kapitola je věnována rámci pro tvorbu společné obchodní politiky, který představuje mantinely pro její podobu i tvorbu. V druhé kapitole hledáme faktory ovlivňující podobu společné obchodní politiky v rámci samotného procesu její tvorby. Pozornost je věnována jednak tomu, kteří aktéři disponují pravomocemi a v rámci kterých fází procesu tvorby společné obchodní politiky. Současně se zabýváme determinantami síly jednotlivých zúčastněných aktérů. Třetí kapitola je zaměřena na postoje aktérů v rámci mezinárodního vyjednávání WTO v kole z Doha a na podobu společné obchodní politiky. V případě postojů aktérů je hledán konsensus a konflikt s oficiálními postoji Komise. Tato praktická kapitola slouží jako nástroj pro další posouzení vlivu jednotlivých aktérů na podobu společné obchodní politiky.

Abstract:

The goal of the thesis is to find factors influencing the Common Commercial Policy (CCP). The first part of the thesis is focused on the frame for trade policy-making that represents barriers for the policy and politics. The second part deals with factors from the trade policy-making process itself. We focus on 3 questions: who are the actors with competences, in what stages of the trade policy-making process are they able to influence the CCP, and what are the determinants of their power. The third part is focused on positions of actors in the Doha Round (in forms of consensus or conflict with official statement of the EU) and the CCP itself. This part is another way how to measure the influence of actors on the CCP.
