The proliferation of weapons of mass destruction in the North Korea and Iran

Abstract:

Text pojednává o historii a současných motivech jaderné proliferace v případě Íránu a Severní Koreje. Jaderné ambice jsou zkoumány za použití autorem zvolených nezávisle proměnných, které byly vybrány z proliferačních teorií Scotta D. Sagana a Kennetha Waltze. Nezávisle proměnné regionální rivalita, státní identita a domácí lobbisté vycházejí z teorie Sagana, zatímco proměnné strach, útočné úmysly, mezinárodní postavení a napodobování z teorie Waltze. Následně se v práci posuzovalo, která z teorií lépe vysvětluje současné příčiny proliferace každého ze států. V případě Íránu se jeví jako nejsilnější motiv snaha získat vlivné mezinárodní postavení a snaha pasovat jaderný program na symbol státu. Severní Koreu v proliferaci nejvýznamněji ovlivňují domácí lobbisté. Po zhodnocení všech nezávisle proměnných je pro případ Íránu dominantnější teorie Kennetha Waltze, u Severní Koreje je to naopak teorie Sagana. Práce navíc dokázala změnu proliferačních snah v průběhu času.

Abstract:

Text deals with historical and present motives for nuclear proliferation in case of Iran and North Korea. Nuclear ambitions are examined by using independent variable chosen by author from two proliferation theories written by Scott D. Sagan and Kenneth Waltz. Independent variables of regional rivalry, state identity and domestic lobbyists are coming from Sagan’s theory, whereas fear, offensive intentions, international status and imitation were selected from Waltz’s theory. Subsequently, the work evaluated which of the theories better explains the current causes of proliferation of each state. In the case of Iran, the strongest motive seems to be the effort to gain an influential international status and the effort to fit the nuclear program into a symbol of the state. North Korea is most significantly influenced by domestic lobbyists in term of proliferation. After evaluating all the independent variables, Kenneth Waltz's theory is more dominant for Iran, while Sagan's theory is more dominant for North Korea. In addition, the work has shown a change in proliferation efforts over time.
