Budget of the municipality of Libeř in 2022

Abstract:

Cílem této bakalářské práce je zasadit rozpočet obce do širších souvislostí z ekonomického a právního pohledu. Práce se zaměřuje na rozpočtovou politiku a strategii obce, právní rámec pro rozpočet obce, hospodaření obce, sestavování střednědobých rozpočtových výhledů obce a zasazení takových rozpočtů – ekonomických výhledů, do širších souvislostí potřeb mikroregionů, včetně vlivu vnějších faktorů na rozpočet. Práce objasňuje postup při sestavování rozpočtu a také nastavení strategie pro následující roky. Vysvětluje některé právní předpisy, které se při sestavování uplatňují. Zaměřuje se na využitelnost práce zastupitelstvem obcí. Dotýká se také tématiky sdružení obcí a využitelnosti těchto sdružení při fungování a ulehčování rozpočtu obcí zapojených do těchto spolků.

Abstract:

The aim of this bachelor thesis is to place the municipal budget in a broader context from an economic and legal perspective. In this thesis, I focus on the municipality's budget policy and strategy, the legal framework for the municipality's budget, the municipality's management, the preparation of the municipality's medium-term budget projections, and the embedding of such budgets - economic projections - in the broader context of the needs of micro-regions, including the influence of external factors on the budget. The thesis explains the budgeting process as well as setting the strategy for the following years. It explains some of the legislation that applies in the compilation process. It focuses on the applicability of the work to municipal councils. It also examines the subject of municipal associations and the usefulness of these associations in the operation and budgeting of the municipalities involved in these associations.
