Activities of the civil associations and the construction of the Prague road circuit

Abstract:

Téma bakalářské práce Činnost občanských sdružení a výstavba pražského silničního okruhu jsem si vybral proto, že bydlím nedaleko budoucí trasy okruhu a často na stavbu slýchám protichůdné názory. Chtěl jsem zjistit, zda sdružení zabývající se stavbou okruhu jednají v zájmu většinové společnosti nebo jen v zájmu svých členů. V teoretické části práce osvětluji pojem občanské společnosti a popisuji její subjekty. Následuje popis podmínek vzniku a působení občanských sdružení a možností k ovlivňování veřejné politiky. Uvádím způsoby financování a zásady hospodaření občanských sdružení. V praktické části je popsána stavba pražského silničního okruhu včetně svých pozitiv a negativ. Následuje charakteristika několika konkrétních občanských sdružení ze dvou rozdílných oblastí. Výzkumnou sondou mezi občany v dotčených oblastech jsem zjistil názory veřejnosti na daná občanská sdružení. Názory zástupců občanských sdružení jsem v rozhovorech konfrontoval s názory zástupců státních institucí. V závěru práce jsem zodpověděl otázky položené v úvodu a došel k závěru, že občanská sdružení zabývající se stavbou pražského silničního okruhu nejednají v zájmu většinové společnosti.

Abstract:

The reason why I have chosen the subject “Activities of The Civic Associations and the Construction of Prague Road Circuit” is that I live near to future route of the circular and there are lots of opposite opinions of it. I wanted to find out whether the associations engaged in building the circular have been acting either on behalf of major society or just their members. In theoretical part, I am enlightening the term civil society and describing its subjects. The description of civic Associations creation, their operating and possibilities of eventual influence on a public policy follows. The ways of funding and civic Associations management principles are presented as well. . Practical part of my thesis deals with construction of Prague Circular itself considering its positive and negative implications. The part also contains the characteristics of several concrete civic Associations operating on two different fields. Using exploratory study among citizens living in the concerned area I have learnt public opinion on existing civic Associations. In an interview I have confronted the attitudes of both civic Associations representatives and national institution ones.
