Retraining in Havlíčkův Brod

Abstract:

Bakalářská práce se zabývá problematikou rekvalifikace jako nástroje aktivní politiky zaměstnanosti se zaměřením na regionální trh práce. Hlavním cílem je zhodnotit dynamiku rekvalifikací v období od roku 2003 do konce roku 2009 v okrese Havlíčkův Brod a zjistit příčiny, které ji ovlivnily.Práce je rozdělena na dvě části. První, teoretická část, vymezuje základní pojmy a souvislosti vztahující se k tématu práce. Je zaměřena na problematiku nezaměstnanosti včetně jejich důsledků. Popisuje trh práce, politiku zaměstnanosti a rekvalifikace, mimo jiné poukazuje na její legislativní rámec. V závěru teoretické části je charakterizován okres Havlíčkův Brod a úřad práce působící v tomto regionu, jeho organizační struktura a oddělení poradenství, které zabezpečuje rekvalifikační kurzy. V druhé části je výzkumným šetřením analyzována dynamika absolvovaných rekvalifikací v jednotlivých letech a příčiny, které je ovlivnily. Data byla získána kombinovanou výzkumnou strategií, a to sekundární analýzou dostupných dat a kvalitativními rozhovory. Převážná část výzkumu se uskutečnila na Úřadu práce v Havlíčkově Brodě, který má klíčové postavení zejména v oblasti zabezpečování kurzů. Neméně důležitou roli zastávala také rekvalifikační zařízení. V závěru je zodpovězen výzkumný cíl a návrhy na řešení dané problematiky, které vzešly z mého šetření.Jedním z hlavních faktorů, které ovlivnily rozdílný počet rekvalifikací je využití možnosti čerpat finanční prostředky z Evropské unie. V posledních letech vzrostla potřeba rekvalifikací také důsledkem navýšení počtu nezaměstnaných lidí v daném okrese.

Abstract:

This bachelor degree thesis deals with the issues of retraining as an instrument of active employment policy and it concentrates on a regional labour market. Its main objective is to evaluate the dynamics of retraining in the Havlíčkův Brod district in the period from 2003 till the end of 2009 and to find out what influenced the dynamics.The thesis is divided into two parts. The first, theoretical part defines basic terms and connections related to the topic of the thesis. This part concentrates on the issues of unemployment, including its consequences. It describes the labour market, employment policy and retraining and, among other things, it refers to the legislation framework. At the end of its theoretical part, the thesis characterizes the Havlíčkův Brod district and the labour office operating in this region, its organizational structure as well as the department of counselling, which is responsible for organizing retraining courses. In the second part, the dynamics of retraining courses completed in individual years as well as the factors that influenced them are analyzed through research examination. The data were obtained by a combined research strategy, namely by the secondary analysis of available data and by qualitative interviewing. A major part of the research was carried out in the Labour Office in Havlíčkův Brod, which plays a key role especially in organizing retraining courses. The role of retraining centres was of no less importance. In the concluding chapter, the fulfilment of the aim is reviewed and the proposals for solving the issues, which have arisen from the research, are submitted.One of the main factors that led to uneven numbers of retraining courses in individual years was the possibility to use the EU funds. The need to organize retraining courses has recently increased also due to the increased number of unemployed people in the district in question.
