Factors determining the error in municipal revenue forecasting

Abstract:

Předložená diplomová práce se zabývá vlivem různých faktorů, o kterých lze tvrdit, že mají statisticky významný vliv na chybu při predikci daňových příjmů obecních rozpočtů, kterých vliv následně empiricky a statisticky verifikuje. Hlavním cílem této práce, je analyzovat a předložit faktory, které ovlivňují chyby v predikci daňových příjmů obecních rozpočtů, a to za použití vhodných statistických metod na vzorku 195 obcí III. typu ve smyslu zákona o stanovení obcí s pověřeným obecním úřadem a stanovení obcí s rozšířenou působností č. 314/2002 Sb. Následným cílem práce je zhodnotit vliv jednotlivých faktorů na velikost rozpočtové chyby těchto obcí. K dosažení tohoto cíle je v této práci použita metoda s názvem Generalized Method of Moments (GMM). Výsledkem je zjištění statisticky významného vlivu sedmi faktorů: růstu HDP České republiky, míry inflace dané indexem spotřebitelských cen, míry nezaměstnanosti v daných obcích, výše daňových příjmů na obyvatele, zpožděné proměnné rozpočtové odchylky, proměnné označující volební rok a proměnné označující předvolební rok. Na chyby v predikci tedy statisticky významně vplývají ekonomické faktory, zvyklosti v obci a volební cyklus.

Abstract:

This diploma thesis deals with the influence of various factors that can be claimed to have a statistically significant impact on the error in the prediction of tax revenues of municipal budgets, which influence is then empirically and statistically verified. The main goal of this thesis is to analyze and present the factors that influence the errors in the prediction of tax revenues of municipal budgets, using appropriate statistical methods on a sample of 195 municipalities with extended scope. The next goal of the thesis is to evaluate the influence of various factors on the extent of the budget error of these municipalities. In order to achieve this objective, the Generalized Method of Moments (GMM) is used. As a result, a statistically significant influence of seven factors is found: the GDP growth of the Czech Republic, the inflation rate determined by the consumer price index, the unemployment rate in the municipalities, the amount of tax revenue per capita, the lagged variable of the budget deviation, the variable indicating the election year and the variable indicating the pre-election year. Thus, economic factors, municipal practices, and the election cycle have a statistically significant effect on prediction errors.
