Workfare strategy as part of the trend of activating the unemployed

Abstract:

Tato bakalářská práce se zabývá strategií workfare jako součást trendu aktivace nezaměstnaných. Cílem této teoretické práce je zjistit, jakým způsobem aktivační politika a strategie workfare ovlivňují sociální vyloučení a marginalizaci lidí na trhu práce. Práce je rozdělena do šesti částí. Na začátku práce se objevuje vymezení sociálního státu, jeho chápání, vznik a typologie. Druhá kapitola se věnuje politice zaměstnanosti, trhu práce a souvisejícím jevům vyskytující se na trhu práce. Další kapitola se zabývá aktivací jako nástrojem re-integrace nezaměstnaných a s tím souvisejícími modely aktivace. Dále se práce věnuje strategii workfare jako donucovacího prostředku přijetí zaměstnání a jejím důsledkům. Předposlední kapitola je zaměřená na reformy sociálního státu České republiky až do současnosti, kde je zmíněna výše podpory a sankce za nedodržování aktivačních strategií. V poslední kapitole rozeberu dané téma a cíl práce. Hlavním výsledkem této práce je zjištění, že aktivizační politiky státu a strategie workfare různými intervencemi spíše prohlubují sociální vyloučení a nevedou k (re)integraci jedinců na trh práce.

Abstract:

This bachelor thesis deals with workfare strategy as a part of the trend of activation of the unemployed. The aim of this theoretical thesis is to find out how activation policy and workfare strategies affect social exclusion and marginalization of people in the labor market. The thesis is divided into six parts. At the beginning of this thesis there appears the definition of the welfare state, its understanding, origin and typology. The second chapter is devoted to employment policy, labor market and related phenomena occurring on the labor market. The next chapter deals with activation as a tool for the re-integration of the unemployed and related activation models. Furthermore, the thesis deals with the strategy of workfare as a coercive means of accepting employment and its consequences. Another chapter focuses on the reform of the welfare state of the Czech Republic until today, where the amount of support and sanctions for non-compliance with activation strategies is mentioned. In the last chapter I analyze the topic and the aim of the work. The main result of this work is the finding that state activation policies and workfare strategies with various interventions can deepen social exclusion and do not lead to (re)integration of individuals in the labor market.
