Analysis of financing of self-governing units in the Czech Republic in years 2001 - 2014 with a special emphasis to their indebtedness

Abstract:

Předmětem bakalářské práce je podívat se na hospodaření územních samosprávných celků a následně sledovat vývoj jejich zadlužení v letech 2001 až 2014 v České republice. Cílem je tedy zejména zhodnocení příjmů a výdajů a rozebrání jejich jednotlivých složek, a stejně tak i zaměření se na jednotlivé složky zadlužení a následné zhodnocení stavu zadlužení ve vztahu k vládnímu dluhu. Teoretická část práce je zaměřena na vymezení základních pojmů, týkajících se zejména územních samosprávných celků a jejich hospodaření. Nejsou opomenuty ani dluhové ukazatele. Praktická část práce se věnuje konkrétním hodnotám pro hospodaření územních samosprávných celků, a poté sleduje analýzu vývoje jejich zadlužení. Ze získaných dat je pozorován rostoucí trend jejich zadlužení, a to až do roku 2013. Z analýzy také vyplývá, že zadlužení krajů vykazuje stále rostoucí charakter. Pracuje se zde i s mírou soběstačnosti obcí, ze které je patrné, že kraje vykazují mnohem nižší míru soběstačnosti než obce. V závěru jsou diskutovány aktuální i vlastní návrhy regulace tohoto zadlužení.

Abstract:

The subject of this bachelor thesis is to look at the economic activities of regional self - governing units and subsequently observe the development of their debt in years 2001 - 2014 in the Czech Republic. The aim is to evaluate the revenue and expenditure and analyze their individual components as well as focusing on individual components of debt and subsequent evaluation of debt in relation to government debt. The theoretical part is devoted to define basic terms related particularly to regional self-governing units and their economy. Debt indicators are also included. The practical part of thesis is devoted to specific values of economic activities of regional self-governing units and then follows analysis of the development of their debt. Based on the collected data a growing trend in the debt until the year 2013 is observed. The analysis also shows that indebtedness of regions has still growing character. The thesis also works with the measure of self-sufficiency of municipalities from which is apparent that the regions shows much lower rate of self-sufficiency than municipalities. In conclusion is discussed present and personal designs of debt regulation.
