Financing of Corporate Social Policies and Collective Agreements

Abstract:

The submitted Diploma thesis deals with the issue of social policies provided in the form of social care. The theoretical part focuses on sources on which social policy draws, from which it develops and from which it derives its purpose. An important area in the theoretical part of this paper is description of international sources of labor law, legal pro-visions of the Slovak Republic and the position of International Labor Organization. The paper attempts to analyze labor law taking the standpoint of social partnership and the process of collective bargaining an integral part of which is an agreement on employee social care. The opening paragraphs focus also on the position and role of social policies at corporate level. Taking care of employees constitutes an important aspect of human re-sources management. It is imperative the implementation of social policy of an enterprise be aligned with the company’s goals and strategy. If managerial decision making is taken into account, it is important to select an optimal solution pertaining to the kind and extent of corporate social care in particular circumstances of market economy and of the company at a given time. The second chapter provides information on corporate group Chemosvit. It talks about the group’s origination and development, the scope of its business, product and ser-vice portfolio, organizational structure, visions and strategic goals. At the same time, the chapter gives a detailed account of the youngest but nonetheless the biggest subsidiary of the Chemosvit group – the company Chemosvit FOLIE, a. s.. Currently, Chemosvit FO-LIE, a s. employs 946 staff who are responsible for activities related to manufacturing and sale of packaging materials, especially for food and hygienic industry. The third chapter analyses the system of corporate social care upon the company’s emergence and now. The corporate social care at the time the company was formed is linked with the name of Tomáš Baťa, the founder of Chemosvit and the town of Svit alike. The policy of human resources management at the time the company was being created is a display of innovativeness, originality and the ability of entrepreneurial spirit to predict the future, which led to economic success and social reconciliation. A part of this chapter is also analysis of goals the corporate social care of Chemosvit FOLIE, a. s. aims to achieve and description of present social policies. The analysis of current corporate social care leads us to the fourth part of Diploma thesis. Since the main source of funding each corporation has available to carry out its so-cial policies is the social fund, the fourth chapter focuses on its budget planning, creation, funding and disbursement in Chemosvit FOLIE, a .s. over the last six years. The practical part of this Diploma thesis deals with analyzing and evaluating social services paid for by the social fund from the viewpoint of the amount of personnel costs of the employer, net income of the employees and the latter’s feeling of satisfaction. Drawing on results of cost analysis, which follows legislation on taxes and social security charges, and on results of a questionnaire survey among the above mentioned company’s staff, we have been able to propose measures and to devise a system of how to use the funds available in the social fund more effectively in the future. The final part of Diploma thesis proposes the corporate social policies be perceived in their complexity. Since our findings revealed lack of complex social policy towards the employees of Chemosvit FOLIE, a. s. that would meet their social needs, the company’s management and the union’s leadership have been given suggestions how to remedy the situation, particularly concerning corporate culture, communication and information spread. Abstract:

Predkladaná diplomová práca sa zaoberá problematikou sociálnej politiky poskytovanej formou sociálnej starostlivosti. Teoretická časť je zameraná na východiská súvisiace so vznikom, vývojom a významom sociálnej politiky. Dôležitou oblasťou teoretickej časti práce je popis medzinárodných prameňov pracovného práva, právnych noriem Slovenskej republiky a postavenie Medzinárodnej organizácie práce. Problematika pracovného práva je v práci analyzovaná z pohľadu sociálneho partnerstva a procesu kolektívneho vyjedná-vania, ktorého súčasťou je aj dohoda týkajúca sa sociálnej starostlivosti o zamestnancov. V úvodnej časti je pozornosť venovaná aj postaveniu a úlohe sociálnej politiky na podnikovej úrovni. Starostlivosť o zamestnancov predstavuje dôležitú súčasť riadenia ľudských zdro-jov. Je nevyhnutné, aby realizácia podnikovej sociálnej politiky bola v súlade s cieľmi fir-my a jej stratégiou. Z pohľadu manažérskej rozhodovania je dôležité vybrať optimálne riešenie týkajúce sa druhu, rozsahu sociálnej starostlivosti v konkrétnych podmienkach trhovej ekonomiky a v podmienkach konkrétnej firmy v danom čase. Druhá kapitola poskytuje informácie o skupine firiem Chemosvit, o jej vzniku a vývoji, predmete podnikania, portfóliu výrobkov a služieb, organizačnej štruktúre, ví-ziách a strategických cieľoch. Zároveň je v kapitole bližšie popísaná najmladšia a zároveň najväčšia dcérska spoločnosť skupiny Chemosvit – spoločnosť Chemosvit FOLIE, a. s.. Spoločnosť Chemosvit FOLIE, a s. zamestnáva v súčasnosti 946 zamestnancov, ktorí za-bezpečujú činnosti súvisiace s výrobou a predajom obalových materiálov predovšetkým pre potravinárske a hygienické účely. V tretej kapitole je analyzovaný systém starostlivosti o zamestnancov v období vzniku firmy a v súčasnosti. Sociálna starostlivosť v období vzniku firmy je spojená s menom Tomáša Baťu, ktorý je zakladateľom firmy Chemosvit a zároveň mesta Svit. Po-litika riadenia ľudských zdrojov v období vzniku firmy je ukážkou inovatívnosti, originali-ty a predvídavosti podnikateľského ducha, ktorý zabezpečil ekonomický úspech a sociálny zmier. Súčasťou tejto kapitoly je analýza cieľov sociálnej politiky spoločnosti Chemosvit FOLIE, a. s. a popis regulácie systému starostlivosti o zamestnancov v súčasnom období. Analýza súčasného stavu sociálnej starostlivosti o zamestnancov súvisí so štvrtou časťou diplomovej práce. Vzhľadom na skutočnosť, že hlavným zdrojom financovania sociálnej politiky kaž-dého podniku je sociálny fond, štvrtá kapitola je zameraná na jeho plánovanie, tvorbu, fi-nancovanie a použitie v spoločnosti Chemosvit FOLIE, a .s. v období posledných šiestich rokov. Praktická časť diplomovej práce sa zaoberá analýzou a hodnotením sociálnej sta-rostlivosti poskytovanej z prostriedkov sociálneho fondu z pohľadu výšky osobných ná-kladov zamestnávateľa, čistého príjmu zamestnancov a z pohľadu spokojnosti zamestnan-cov. Na základe výsledkov uskutočnenej analýzy nákladovosti súvisiacej s legislatívou v oblasti daní a odvodov a na základe výsledkov dotazníkového prieskumu u zamestnancov spoločnosti sme spracovali a navrhli opatrenia na zefektívnenie systému využitia prostriedkov sociálneho fondu v budúcom období. V záverečnej časti diplomovej práce bolo navrhnuté komplexné chápanie podniko-vej sociálnej starostlivosti o zamestnancov. Z dôvodu zistenia, že v spoločnosti Chemosvit FOLIE, a. s. absentuje komplexné ponímanie sociálnej starostlivosti o zamestnancov orien-tované na uspokojovanie sociálnych potrieb, boli vedeniu spoločnosti a vedeniu odborovej organizácie navrhnuté riešenia na zlepšenie situácie v oblasti podnikovej kultú-ry, komunikácie a informovanosti.
