Analysis of the Problem of the Preparedness of the fire Protection Unit in relation to the Threats, Risks and Population Protection in the Municipality

Abstract:

Práce se zaměřuje na analýzu jednotky požární ochrany v obci ve vztahu k ochraně obyvatelstva a rizikům, které jsou spjaty s touto problematikou. Teoretická část je orientována především na vymezení pojmů v souvislosti s tématem práce. Dále je vymezen právní rámec a jeho problematika. Jsou zde zmíněny informace o jednotkách požární ochrany a jejich úkolech při zásahu. Praktická část je věnována jednotce požární ochrany a oddělení krizového řízení v obci Konice. Všímá si materiálního vybavení, zázemí, výjezdů či akceschopnosti jednotky. V závěrečné části je provedena SWOT analýza, která vyhodnocuje připravenost jednotky ve vztahu k hrozbám a ochraně obyvatelstva. Na základě výsledku analýzy je vypracován návrh na opatření vedoucí ke zlepšení připravenosti jednotky.

Abstract:

The thesis focuses on the analysis of the fire protection unit in the municipality, in relation to the protection of the population and the risks associated with this issue. The theoretical part is aimed especially at defining the concepts connected with the topic of the thesis. Furthermore, a legal framework and related issues are defined. The information about fire units and their tasks on duty are mentioned here. The practical part deals with a fire unit and an emergency management department in the municipality of Konice. It observes material equipment, operational facilities and operations as well as preparedness of the unit. The conclusion of the thesis is focused on a SWOT analysis which evaluates the unit preparedness in relation to threats or protection of inhabitants. Based on the results of the analysis, a recommendation for the unit preparedness improvement is provided.
