Social Disadvantage in the Education Act

Abstract:

ANOTACE Tato práce se věnuje sociálnímu znevýhodnění ve vzdělávání v České republice. Sociální znevýhodnění je zde analyzováno podle definice uvedené v Zákoně o předškolním, základním, středním, vyšším odborném a jiném vzdělávání č. 561/2004 Sb., kde jsou sociálně znevýhodněné žáci zařazeny do kategorie žáků se speciálními vzdělávacími potřebami, aby je bylo možné podpořit v zařazení se do hlavního vzdělávacího proudu. Cílem práce je prozkoumat dimenze definice sociálního znevýhodnění v zákoně a identifikovat cílovou skupinu, ke které se tato definice vztahuje. Metodou je analýza sekundární literatury, dále jsou zde využívány materiály MŠMT, EU a Ministerstva vnitra. V první části jsou uvedeny vybrané sociologické koncepty vztahující se k uvedené problematice, další část je věnována identifikaci jednotlivé politiky, idey a cíle, které mohly mít výrazný vliv na formování vzdělávací politiky směrem k sociálně znevýhodněným. Mezi těmito možnými vlivy je uvedeno působení Evropské unie, Ministerstva vnitra ČR. Pro vyjasnění možného obsahu sociálního znevýhodnění jsou zde porovnávány relevantní koncepty týkající se nízkého sociálního postavení. V závěrech je identifikována značná šíře obsahu sociálního znevýhodnění a možné komplikace při posuzování sociálního znevýhodnění.

Abstract:

ANNOTATION The aim of this thesis is to analyse social disadvantagement in education in the Czech Republic. Social diadvantage is here analysed according to the definition presented in the Education Act from the year 2004, in which are social disadvantaged learners included in the cathegory of learners with special educational needs to make them supported in their succesful school integration. The goal of this thesis is to explore the dimensions of the definition in the Education Act and to identify the target group related to this definition. As a method is here used an analysis of secundary data and also texts of EU, and The Ministry of education. At first, there will be presented selected sociological concepts related to the topic, another part of the thesis will identify certain policies, ideas and goals, which could influence of the formation of the education policy towards the socially disadvantaged in the Czech Republic (including the influence of the EU and The Ministry of the Interior of the Czech Republic). For clarifying the possible content of the social disadvantage are here compared relevant concepts dealing with low social status. In the conclusion there is identified a large scope of the content of social disadvantage and possible complications when assessing the social disadvantage.
