Women's Participation in Norwegian Politics

Abstract:

Tato rigorózní práce se zabývá otázkou politické participace a reprezentace žen v norské politice. První část vymezuje koncepty, na základě nichž lze problematiku žen v politice uchopit a zkoumat. Konkrétně se jedná o deskriptivní reprezentaci žen (v rámci které dochází k mapování proporce žen ve volených orgánech a určování důvodů pro nízkou, popř. vysokou politickou reprezentaci žen), substantivní reprezentaci žen (která zkoumá konkrétní dopad žen na politiku), kritickou masu (hranice 30-ti procent žen v politických orgánech), kritická jednání a kritické aktéry. První část se dále věnuje institucionálním prahům S. Rokkana a jejich aplikací na danou problematiku, a genderovým kvótám. Empiricko-aplikační část popisuje vývoj politické participace a reprezentace žen v Norsku, zachycuje všechny faktory, které stojí za vysokou politickou reprezentací žen, dále se věnuje legislativnímu a institucionálnímu zakotvení genderové rovnosti v norské politice, faktickému dopadu žen na politickou kulturu a konečné politické výstupy a otázce žen v norských politických stranách. V některých klíčových aspektech jsou norské reálie uvedeny do širší komparativní perspektivy ostatních skandinávských zemí (Švédska, Dánska, Finska a Islandu).

Abstract:

This thesis deals with the question of women’s political participation and representation in Norway. The first section delimits the concepts, which are appropriate for examining the problem of women in politics. It discusses descriptive representation (which is concerned with mapping the proportion of women in elected bodies and identifies the reasons for the low, or high level of women’s representation), substantive representation (which asks whether women make any difference), critical mass (30 percent of women in political bodies), critical acts and critical actors. The first section is further dedicated to S. Rokkan’s institutional thresholds and gender quotas. Empiric-analytical section describes the development of women’s political participation and representation in Norway and the factors that have influenced high level of women’s political representation. Furthermore, this section discusses the legislative and institutional embedment of gender equality in Norwegian politics, the impact of women on political culture and political outcomes, and the question of women in Norwegian political parties. In some key aspects Norway is compared with other Scandinavian countries (Sweden, Denmark, Finland, Iceland).
