We are not racists, but... Critical analysis of a social exclusion of Roma from solidarity discourse.

Abstract:

The presented thesis studies the discussion on the Roma people in the political discourse in Slovakia, specifically their exclusion from solidarity within the discourse. Solidarity, seen through the prism of the social sciences, is analysed within the political discourse of the Act on Assistance in Material Need from 1.1. 2014, as amended. The analysis’ objective is to study the debate of the legislative norm on social aid tied to the so-called voluntary service as described in the strategic document “Roma Reform – the Right Way”. The analysis applies the theoretical and methodological approaches of critical discourse analysis and utilises the presuppositions of cultural sociology. The aims of the cognitive approaches of critical discourse analysis are applied to the study of discourse strategies, which are used to exclude the Roma people from solidarity. The analysis aims to point out the ethnicization within the political discourse and attempts to map the battery of social representations of Roma, which paints the picture of the disruption of solidarity towards the Roma people. The social representations are then ascribes a category of threat, which are typical for discriminatory discursive practices: categories of cultural, social and economic threat. In addition to analysing the dominant discourse, the thesis also explores the discursive role of a government representative for the Roma communities and considers the opposite discourse and his perceptions.

Abstract:

Práca sa zameriava na vylučovanie Rómov zo solidarity v politickom diskurze na Slovensku. Solidarita v širšom význame sociálnych teórií, je analyzovaná v politickom diskurze novelizácie zákona o hmotnej núdzi k 1. 1. 2014. Objektom analýzy je politický diskurz naviazaný na legislatívne opatrenie podmienenosti výplaty časti dávky v hmotnej núdzi na základe vykonania tzv. dobrovoľníckej činnosti, vychádzajúce zo strategického dokumentu Správna cesta – Rómska reforma. Na analýzu je využívaný teoreticko-metodologický prístup kritickej analýzy diskurzu a teoretické východiská kultúrnej sociológie. Uplatnením postupov kognitivistickej vetvy kritickej diskurzívnej analýzy sú rozkľúčované diskurzívne praktiky vytvárajúce významy exkluzívnej solidarity vylučujúce Rómov. Analýza zachytáva spôsoby etnizácie politického diskurzu, ďalej mapuje repertoár sociálnych reprezentácií Rómov, ktoré vytvárajú vnútornú logiku narušenej solidarity k Rómom. Sociálne reprezentácie sú zaradené pod kategóriami ohrozenia typické pre predsudočné diskurzívne praktiky: kultúrne, sociálne a ekonomické ohrozenia. Analýza dominantného diskurzu je doplnená o analýzu diskurzívnej úlohy splnomocnenca vlády pre rómske komunity a analýzu opačného diskurzu a jeho percepcie.
