Consistency between international accounting standards of public administration with the Czech accounting municipalities, cities and counties

Abstract:

Bakalářská práce na téma „Soulad mezinárodních účetních standardů veřejné správy s českým účetnictvím obcí, měst a krajů“ je zaměřena na analýzu účetnictví územních samosprávních celků po reformě, komparaci IPSAS s českými účetními předpisy, výběr konkrétních IPSAS a jejich porovnání s českou legislativou. Úvodní kapitola práce se zaměřuje na úvod do problému veřejného sektoru a jeho vymezení a zaměření se na vybrané účetní jednotky. Mezi tyto jednotky patří i územní samosprávné celky. Navazující kapitola je zaměřena na účetní předpisy v České republice, kterými se musí vybrané účetní jednotky řídit. Úvod do mezinárodních účetních standardů pro veřejný sektor je věnována vzniku a principu založení a zveřejňování IPSAS. Další část práce se věnuje změnám po reformě v účetnictví územních samosprávných celků. Analyzuje účetní metody, kterými se územní samosprávné celky po reformě musí řídit. Praktická část se zaobírá vybranými standardy ISAS a jejich porovnáváním s českými účetními předpisy. V závěru práce je shrnutí rozdílných a společných znaků.

Abstract:

The thesis "Compliance of the International Public Sector Accounting Standards with the Czech accounting of municipalities, cities and regions" is focused on the analysis of the reform of territorial self-governing units, accounting comparisons of IPSAS with the Czech accounting legislation, and the selection of specific IPSAS and their comparison with the Czech legislation. The introductory part of the work deals with the introduction of the public sector problem and its definition, and is focused on selected business units. Also the territorial self-governing units belong among these ones. The next chapter is devoted to the accounting rules of the Czech Republic which is the selected entity have to follow. The introduction to the international accounting standards for the public sector is devoted to the foundation and publication of IPSAS. The following part of the thesis describes the changes in the accounting of territorial self- governing units after the reform. It analyses the accounting methods which have to be followed after the reform by all the self-governing units. The practical part is focused on the selected standards of IPSAS and their comparison with the Czech accounting regulations. In the conclusion the different and common characters are summarised
