Effect of the campaign for creation of an independent state to the direction of foreign policy - an example of Montenegro

Abstract:

Otázka obnovení nezávislosti Černé Hory byla autory nejčastěji zkoumána převážně z hlediska historického pozadí. Pouze menší část se zabývá vlivem kampaně za obnovení černohorské nezávislosti na pozdější zahraničně-politické priority, respektive jejím významem na směrování k potenciálnímu členství v EU a NATO. Hlavní náplní této práce je analýza kampaně za budování nezávislé a evropské Černé Hory, která probíhala před referendem o nezávislosti za účelem podpory vystoupení Černé Hory ze Státního společenství Srbska a Černé Hory v roce 2006. Dále je pozornost věnována hodnocení významu a vlivu tehdejší iniciativy pod hlavičkou Hnutí za nezávislou evropskou Černou Horu na pozdější směr zahraniční politiky. Politické debaty vedené v kruzích politických elit i ostatních aktivistů tohoto hnutí hojně spojovaly obnovení nezávislosti Černé Hory s procesem evropské a euroatlantické integrace. Cílem práce je ukázat, zda zahraniční politika Černé Hory po získání nezávislosti směřovala k naplnění cílů vytyčených v rámci kampaně za budování nezávislého státu (členství v EU a NATO), a zároveň zda nezávislost Černé Hory urychlila její integraci do evropských a euroatlantických struktur. K lepšímu pochopení dané oblasti a pro vytvoření paralely mezi směrem zahraniční politiky a obnovením nezávislosti je použita kvalitativní metoda, která využívá strukturovaných rozhovorů a kvalitativní obsahové analýzy dokumentů.

Abstract:

The issue of restoration of Montenegrin independence has often been studied by research scholars mainly from the historical perspective. Only a hand full of researchers have dealt with the 2006 election campaign for the restoration of Montenegro's independence and its influence and importance in shaping state’s foreign policy priorities and advancement towards potential membership in the EU and NATO. The objectives of this research paper are to determine and analyze the development of an Independent Campaign for a European Montenegro, which took place before the referendum for independence in 2006, and its impulse on state’s performances in international and European arena. In addition, the paper critically examines and assesses the significance and impact of initiatives taken under the sponsorship of the Movement for independent European Montenegro in determining subsequent direction of Montenegrin foreign policy. The aim is to show that Montenegro's foreign policy, after gaining the independence, was projected to meet and to accelerate the objectives identified in the preceding pro-independence campaign - integration into the European and Euro-Atlantic structures. In order to better understand the context and to create parallels between the direction of foreign policy and campaign for restoring state’s independence (2006), the author uses a qualitative research method (structured interviews) and qualitative content analysis of legal and other public documents.
