Analysis of the investment process into highway infrastructure in the Czech Republic and development of the volumes of provided investments between the years 2005 and 2018

Abstract:

Tato práce zkoumá investiční proces do dálniční infrastruktury v České republice, komparuje objem vynaložených investic a popisuje jejich vývoj v období 2005–2018. Hustá a kvalitní dálniční síť je nedílnou součástí dnešních vyspělých ekonomik. V naší zemi její výstavba trvá neúměrně dlouho, což ve výsledku vede k negativním externalitám a nebezpečím spojeným s průjezdem tranzitní dopravy na silnicích nižších tříd, z důvodu chybějící dokončené dálniční sítě. Teoretická část práce poskytuje vhled do oblasti investic z mikroekonomického a makroekonomického hlediska. Dále charakterizuje evropské instituce, fondy a nástroje, které se podílely na spolufinancování výstavby dálniční infrastruktury v České republice v letech2005–2018. V praktické části práce je porovnán celkový vývoj realizovaných investic do dálniční infrastruktury. V absolutních částkách bylo nejvíce investováno v roce 2007 (26,63 mld. Kč), nejméně poté v roce 2014 (6,63 mld. Kč). Z důvodu nízkého objemu realizovaných investic jsou v praktické části práce navrhnuty scénáře na změnu struktury financování. V případě, že k žádným změnám nedojde, reálně hrozí situace, kdy dálniční infrastruktura v České republice nebude dostavěna ani v roce 2050, což by mělo negativní vliv na budoucí ekonomickou situaci u nás.

Abstract:

The thesis explores the process of investment into highway infrastructure in the Czech Republic, compares the volumes of provided investments each year, and describes their development between the years 2005 and 2018. Dense and high-quality highway infrastructure is an integral part of contemporary developed economies, but the construction process in our country took a disproportionately large amount of time, which results in negative externalities and dangers related to transit traffic being on lower capacity roads. This situation is caused by an incomplete highway infrastructure. The theoretical part of this thesis provides insight into the field of investment from a microeconomic and macroeconomic perspective. Also in the theoretical part, the author describes European institutions, funds, and instruments that have participated in co-financing of domestic construction of highway infrastructure between the years 2005 and 2018. The practical part of the thesis compares the overall development of investments in highway infrastructure. In absolute terms, the largest amount was invested in the year 2007 (CZK 26.17 billion), the least was then invested in the year 2014 (CZK 6.63 billion). Due to the low volume of realized investments, scenarios for changing the structure of financing are proposed in the practical part of the thesis. If there are no changes, there is a real risk that the highway infrastructure in our country will not be completed by 2050, which would harm the future economic situation in our country.
