The history of administrating the Town of Nechanice 1867 - 1938

Abstract:

Tato práce se zabývá vývojem dějin správy malého východočeského města v letech 1867 až 1938. Zahrnuje vývoj jeho samosprávy za Rakousko-Uherské monarchie, během první světové války a všechny roky krátkého trvání Československé republiky. Přesně vymezené kapitoly se věnují jednotlivým volebním obdobím, komunálním volbám, politickým sporům, významným investičním akcím a stavbám, výlučným osobnostem nebo politickým spolkům. První kapitolou je stručný pohled do historie obce Nechanice od počátků až k roku 1867. Ostatní kapitoly seznamují s zákonnými předpisy, nařízeními a širokou škálou činností zastupitelstva, městské rady, jednotlivých komisí nebo odborů, placených úředníků městského úřadu, strážníků, sezónních polních a lučních hlídačů, hajného, ponocného atd. Poslední kapitola končí před vypuknutím druhé světové války, v roce 1938, protože s koncem Československé republiky nastává čas rychlých změn na úrovni správní i právní. A pro roce 1948 i zánik městských úřadů v komunistické éře. Celou práci doplňují tabulky a obrazové přílohy.

Abstract:

This work is dealing with the historic progress of the board of an East Bohemian town between 1867 and 1938. It includes the progress of its administration during the times of Austro-Hungarian Empire, the First World War and all the years of the short-running First Czechoslovak Republic. The strictly defined chapters are devoted to separate electoral terms, municipal elections, political trials, capital investments and buildings, important figures or political societies. The first chapter is a four-page overview of the history of the town of Nechanice from the very beginning to 1867. These times involve the first mention in the records of the king Wenceslas I., the development of the town?s market during the 13th century and the vast changes in the ownership later on, most famous being the Pecingers of Bydžín from 16th century, the Schafgothsches a century later, and the Jilemnice stem of the Harrach family. Their administration of Nechanice didn?t last long, because of the provisional council order coming in force on 20th March 1849. The other chapters are introducing the statutory instruments, provisions and the wide scaling agendas of the town council, particular committees and divisions, magistrates of the municipal office, constables, seasonal field- and meadow-keepers, gamekeepers, bellmen, etc. It cannot be overlooked that these authorities are being shaped by the people living and working in Nechanice. The baker František Rašín sr. (1891 ? 1902) and the trader František Rašín jr. are both worth mentioning for being the town?s mayors during the nineties and at the dawn of the new century. They were able to found the town?s savings-bank or establish the boys? burough school at 1895 (Second part ? the girls? burough school ? didn?t come to being up ?till 20th century). They also succeeded in establishing a new cemetery before the WWI started. A few years later, the town?s illumination was fully electrified. The last mayor in the monitored time scale was Antonín Munzar, the enterpriser in the field of liquor and lemonades production. The last chapter ends, before the start of the Second World War, in 1938, because with the end of Czechoslovak Republic came vast changes in the law and administration, and after the year 1948, the local council institutions perish because of the Communist era. The whole work is supported by several tables and image insertions.
