Redistribution impacts of old-age pension system's mini-reform 2018/2019

Abstract:

Současná vládní koalice provedla k 1. 1. 2019 tzv. minireformu důchodového systému, která má pomoci vyšší míry redistribuce příjmů důchodového systému snížit nerovnost rozdělení starobních důchodů, což má dle přesvědčení současné vládní koalice a vládnoucí politické reprezentace zajistit sociálně spravedlivější přiznávání důchodů. A to napříč celým spektrem osob tento důchod pobírající. Proto je hlavním cílem této práce zjistit skutečné dopady této minireformy na výši jak nižších starobních důchodů, tak těch vyšších.K takto stanovenému účelu jsou v této práci využívány čtyři různé druhy metod, pomocí kterých se dají určit dopady uvedené minireformy a odhadnout, nakolik splnila cíl, který si Vláda ČR vytyčila. Mezi tyto metody patří Giniho koeficient, Lorenzova křivka sloužící ke grafickému znázornění výsledků Giniho koeficientu, Robin Hood index, a nakonec nejzákladnější metoda měření nerovnosti rozdělení důchodů, metoda míry nerovnosti. Pomocí těchto metod lze konstatovat, že jejich výsledky signalizují splnění vytyčeného cíle a to, že došlo ke zvýšení míry redistribuce v českém systému starobních důchodů. Na závěr analytické části této práce jsou absolutně i procentuálně porovnány změny ve výši starobních důchodů chudšícha bohatších osob tento důchod pobírající, a lze konstatovat, že došlo k rychlejšímu růstu starobních důchodů těch chudších důchodců, a byl tedy naplněn cíl vytyčený Vládou ČR.

Abstract:

By the date, 1. 1. 2019 mini-reform of old-age pension system was made by the present government coalition. This should help with further growth of redistribution income of old-age pension system and decrease an inequal distribution of old age pension income. According to the current government coalition and ruling parties, mini-reform should be a social guarantee of more equal charge of pension income. This should concern every person that is receiving old-age pension income. For that reason, the main purpose of this paper is to find out the real impact of mini-reform on amount of higher and lower old-age pension income. Four different types of methods are used in the paper for the assessed purpose. We are able to determinate the impact of mini-reform and estimate the range of achievement that has been set up by the government by these techniques. Gini coefficient, Lorenz curve that works asa graphical representation of Gini coefficient results, Robin Hood index and last but not least most basic method that measures unevenness of pension distribution – method of inequality scale. By using these techniques we are able to say if the results fulfill the goal and that redistribution in Czech pension system was increased. At the end of the analytical section,the changes in old-age pension incomes of poorer and richer are compared. We are able to state that faster increase of old-age pension income of poorer has been achieved so the government accomplished set goal.
