Abstract:

Tato diplomová práce se zabývá bezpečnostním sborem Celní správy České republiky. Práce začíná základním seznámením s kompetencemi Celní správy České republiky a jejími odbory. Dále je práce zaměřena na odbor Celní, který provádí kontrolu zboží v rámci dovozu a vývozu a touto kontrolou má dozor nad bezpečností v této problematice. Závěrem práce jsou uvedeny příklady netarifních opatření, které jsou doplněny i fotografiemi z kontrol. Tato práce byla napsána z důvodu rozšíření vědomostí čtenářů o bezpečnostním sboru Celní správy České republiky, konkrétně zákazů a opatření zboží na vnitřním trhu. V diplomové práci byly stanoveny 3 hypotézy. První hypotéza se týká potřeby uvádění dodacích podmínek INCOTERMS při výpočtu celní hodnoty. Další hypotéza pojednává o nakládání se zbožím, které porušuje obecnou bezpečnost výrobků a poslední hypotéza se zaměřuje na kontrolu zboží dvojího užití. V diplomové práci jsou použity matematické a statistické metody, metody komparace, deskripce a modelace případů.

Abstract:

This thesis deals with the Security Corps of the Customs Administration of the Czech Republic. The thesis starts with a basic introduction to the competences of the Customs Administration of the Czech Republic and its departments. Next, the thesis focuses on the Customs Department, which carries out the control of goods in the context of import and export and through this control has the supervision of security in this issue. The thesis concludes with examples of non-tariff measures, which are accompanied by photographs of the inspections. This thesis was written in order to broaden the readers' knowledge of the security corps of the Customs Administration of the Czech Republic, specifically prohibitions and measures of goods in the internal market. In the thesis 3 hypotheses were set. The first hypothesis is related to the need for INCOTERMS delivery terms in the calculation of customs value. The next hypothesis deals with the treatment of goods that violate general product safety and the last hypothesis focuses on the control of dual-use goods. Mathematical and statistical methods, methods of comparison, description and case modelling are used in the thesis.
