The Role of the President and the Government in Ensuring the State Security

Abstract:

Tato bakalářská práce zkoumá pravomoci prezidenta a vlády České republiky v kontextu zajišťování bezpečnosti státu, s důrazem na působení vlády během pandemie covidu-19. Práce je strukturována na teoretickou a praktickou část. Teoretická část poskytuje komplexní přehled legislativního rámce pravomocí výkonné moci České republiky, přičemž se zaměřuje na Ústavu ČR a související bezpečnostní legislativu. Dále jsou podrobně identifikovány specifické pravomoci, které prezident a vláda využívají pro zajištění státní bezpečnosti v různých situacích. Praktická část práce analyzuje a hodnotí konkrétní uplatnění pravomocí vlády v oblasti bezpečnosti, krizového řízení a opatření, které byly implementovány během pandemie covidu-19. Vyhodnocení je provedeno na základě SWOT analýzy s využitím Fullerovy metody, která odhaluje silné a slabé stránky. Výstupem bakalářské práce jsou výsledky SWOT analýzy, které přinášejí cenné poznatky pro zlepšení budoucího krizového řízení a zajištění bezpečnosti České republiky.

Abstract:

This bachelor's thesis examines the powers of the President and the Government of the Czech Republic in ensuring state security, with an emphasis on the government’s actions during the Covid-19 pandemic. The theoretical part provides a comprehensive overview of the legislative framework governing the powers of the executive branch, focusing on the Constitution of the Czech Republic and related security legislation. It also details the specific powers utilized by the President and the Government to maintain state security in various scenarios. The practical part of the thesis analyzes and evaluates the specific application of the government's powers during the pandemic, including security and crisis management measures. The evaluation is based on a SWOT analysis using Fuller's method, which identifies strengths and weaknesses. The findings of the bachelor thesis, presented through the results of the SWOT analysis, offer valuable insights for enhancing future crisis management and securing the Czech Republic.
