Legislation of Subsidies with Focus on Agricultural Subsidy Programs

Abstract:

Tato bakalářská práce pojednává o právní úpravě dotací, a to nejprve v obecné rovině a následně v oblasti zemědělství. Cílem práce je komplexně popsat systém poskytování dotací do zemědělství v ČR, s důrazem na vysvětlení všech souvislostí. Po úvodní obecné části jsou nejdříve rozebrány nástroje, podstata a historický vývoj Společné zemědělské politiky EU, která má zásadní vliv na celý český dotační systém. Ten je následně podroben klasifikační analýze z hlediska jednotlivých dotačních titulů v oblasti zemědělství. Závěr práce je věnován postupu žádosti o dotace a také zhodnocení míry dosavadního čerpání dotací do zemědělství v ČR.

Abstract:

This bachelor´s thesis deals with legislation of subsidies and is focused on agricultural subsidy programs. The aim is to give a complex description of the agricultural subsidy system including explanation of the context concerning legislation in force, funds´ activities and strategic aims of agricultural policies. In the very beginning there is a look at legislation of subsidies in general both in the Czech Republic and the European Union. Further, basic aspects of the Common Agricultural Policy of EU are outlined, as this policy has a major impact on the whole Czech agricultural subsidy system. Description of the Czech system is focused on the analysis of all the available agricultural subsidies. This thesis also contains a chapter dealing with the application procedures and level of utilization of subsidy opportunities in the Czech Republic.
