Analysis of health policy’s reform in Slovakia

Abstract:

The aim of this work is to present the real functioning of the health policy in the Slovak republic in the process of reform and its evaluation, all in three dimensions – polity, politics and policy. Four chapters dedicated to Polity (the normative and the institutional frame) are dealing with constitutional and law anchoring of health and health policy, impact of international treaties on the character of health policy on Slovakia, institutional milieu and inquiry into judgments of Constitutional Court about reforms acts. Within the scope of Politics, apart form the procedural aspects of the health policy, the attention paid to the dynamics and disagreement in the process of reform. All this within the frame of chapters about fundamental problems of health service before the reform, participants of health policy and their relations during reform’s creation and implementation, and about all process of reform’s creation and implementation including its problems. As for the Policy, we have dealt with the final implementation of reform and its analysis within the scope of questions like financing, generation of debit, medicine policy, salaries, health grid, corruption or patient’s status.

Abstract:

Cieľom tejto práce je predstavenie reálneho fungovania zdravotnej politiky SR v procese jej reformy a jej zhodnotenie, to všetko v rámci troch dimenzií – polity, politics a policy. Polity, teda normatívnemu a inštitucionálnemu rámcu politiky, sú venované štyri základné časti pojednávajúce ústavno-právne ukotvenie zdravia a zdravotnej politiky na Slovensku, dopad medzinárodných zmlúv na povahu zdravotnej politiky na Slovensku, inštitucionálne prostredie a skúmanie rozhodovania Ústavného súdu SR o reformných zákonoch. V časti venovanej politics, teda procesuálnej stránky politiky je venovaná pozornosť dynamickosti a konfliktnosti celého procesu reformy zdravotníctva. To všetko v rámci kapitol skúmajúcich základné problémy zdravotníctva pred jeho reformou, skúmajúcich aktérov zdravotnej politiky a vzťahy medzi nimi v období tvorby a implementácie reformy, a predstavujúcich celý priebeh tvorby a implementácie reformy vrátane jej problémov. V rámci policy, teda reálneho výsledku politiky, je pozornosť venovaná výslednej implementácii reformy a jej zhodnoteniu v rámci otázok, ako sú financovanie, tvorba dlhu, lieková politika, mzdy, zdravotnícka sieť, korupcia či postavenie pacienta.
