Abstract:

Tato práce zkoumá model charterového města ekonoma Paula Romera jakožto mechanismus ekonomického růstu a zlepšení správy věcí veřejných prostřednictvím etablování zvláštní jurisdikce k vytvoření inovativního systému správy. Účel zvláštní jurisdikce je jednoduchý, ale účinný; umožňuje úřední moci města vyvíjet a prosazovat nové postupy v oblasti obchodní regulace, daňové politiky či sociálně-ekonomických reforem. Cílem práce je zhodnotit rozvojový koncept Charter city z hlediska potenciálu dosažení ekonomického růstu, jako jeho prototypické regiony Hongkong, Singapur, Macao. Predikovaný vznik nových měst v rozvojových zemích, která se mají stát novými ekonomickými centry je motivací ke vzniku této práce. Vzájemnou komparací teoretického modelu charter cities se svými analogickými příklady minulými i současnými a kritickou argumentací podloženou empirickými daty je poskytnuto zhodnocení potenciálu konceptu charter cities v kontextu regionálního rozvoje i globálního vývoje společnosti.

Abstract:

This work examines the model of the charter city of economist Paul Romero as a mechanism of economic growth and improved governance through the establishment of a special jurisdiction to create an innovative system of governance. The purpose of a special jurisdiction is simple but effective; it enables the city's official authorities to develop and enforce new procedures in the area of trade regulation, tax policy or socio-economic reforms. The aim of this work is to evaluate the development concept of Charter city in terms of the potential for economic growth, such as its prototypical regions Hong Kong, Singapore, Macao. The predicted emergence of new cities in developing countries, which are to become new economic centers, is the motivation for the emergence of this work. By comparing the theoretical model of charter cities with its analogous examples of past and present and critical argumentation based on empirical data, an evaluation of the potential of the charter cities concept in the context of regional development and global development of society is provided.
