South Africa's nuclear program: Motives for acquiring nuclear weapons and their subsequent abolition

Abstract:

Tématem této magisterské práce je jihoafrický jaderný program. JAR zkonstruovala šest jaderných zbraní v 70. a 80. letech. Jako první a zatím jediný stát na světě se tohoto typu zbraní vzdal včetně kompletní dokumentace. Tento případ představuje vzácnou příležitost studovat příčiny kompletního jaderného odzbrojení a použít získané poznatky jako precedens pro potenciální jaderné odzbrojení dalších států. Hlavním záměrem této práce je odpovědět na některé základní otázky jihoafrického jaderného programu. Bude nás především zajímat, z jakých důvodů se JAR rozhodla opatřit si jaderné zbraně a jaké důvody vedly JAR k abolici jaderných zbraní a celého programu. V první části bude pozornost věnována hlavním teoretickým přístupům, které se zabývají otázkou proliferace a zhodnocení, jakým způsobem mohou být tyto poznatky použitelné pro případ JAR. Pro krátké části věnované historii JAR bude shrnut vývoj jihoafrického jaderného programu. Obsahem budou jak technické aspekty vývoje v průběhu studenoválečných dekád, tak popis vlastních jaderných bomb a jejich nosičů. Vlastní analýza jihoafrických motivů pro zisk a vzdání se jaderných zbraní je postavena zejména na proliferačním rámci Scotta Sagana. Zkoumána bude také jihoafrická strategická kultura a její vliv na myšlení a rozhodování jihoafrických politických představitelů v oblasti jaderné proliferace. Pozornost bude také věnována vývoji JAR po skončení studené války v rámci režimů neproliferace.

Abstract:

This thesis deals with the South African nuclear program. South Africa constructed six nuclear weapons in the 1970s and 1980s. As the first and the only country in the world, South Africa dismantled this type of weapons, including complete documentation. This case presents a rare opportunity to study the causes of complete nuclear disarmament and to use lessons learned as a potential precedent for other states nuclear disarmament. The main aim of this work is to answer some basic questions on South Africa's nuclear program. We will be particularly interested in the reasons why South Africa has decided to acquire nuclear weapons and the reasons which led to South Africa to abandon nuclear weapons and the whole program as well. First part of the thesis focuses on main theoretical approaches of nuclear proliferation and describes how this knowledge can be applied in case of South Africa. After a brief section on the history of South Africa, the development of South African nuclear program will be summarized. Both technical aspects of nuclear program development over cold war decades and nuclear bombs with their delivery systems will be described. The analysis of South African motives to acquire and to maintain nuclear weapons is based mainly on the Scott Sagan’s proliferation model. Attention will be paid also to the South African strategic culture and its influence on the thinking and decision-making of South African political leaders in the field of nuclear proliferation. In the last part will be discussed development of South Africa in non-proliferation regime.
